RESOLUTION NO. 89 -4
A RESOLUTION OF THE MOORPARK REDEVELOPMENT AGENCY
APPROVING THE PROPOSED DRAFT REDEVELOPMENT PLAN
FOR THE MOORPARK REDEVELOPMENT PROJECT,
APPROVING A DRAFT PROGRAM ENVIRONMENTAL IMPACT REPORT,
AND AUTHORIZING CERTAIN TRANSMITTALS
WHEREAS, the Moorpark Redevelopment Agency (the "Agency ") has
prepared a proposed Draft Redevelopment Plan (the "Draft Plan ")
for the Moorpark Redevelopment Project (the "Redevelopment
Project "); and
WHEREAS, the proposed Draft Plan meets the requirements of
the California Community Redevelopment Law (Health and Safety Code
Section33000 et seq.); and
WHEREAS, the proposed Draft Plan will eliminate those
conditions which have caused a reduction of or lack of proper
utilization of the proposed Project Area to such an extent that
the Area constitutes a serious physical, social, or economic
burden on the Community which cannot reasonably be expected to be
reversed or alleviated by private enterprise acting alone; and

WHEREAS, the Agency has prepared a Draft Program
Environmental Impact Report ("DEIR") for the Redevelopment
Project; and
WHEREAS, the DEIR meets the requirements of the California
Environmental Quality Act (CEQA) of 1970, as amended.
NOW, THEREFORE, the Moorpark Redevelopment Agency does hereby
resolve as follows:
Section 1. The proposed Draft Plan for the Moorpark
Redevelopment Project, a copy of which has been presented to this
body prior to the date of this Resolution, is hereby approved for
transmittal.
Section 2. The Executive Director of the Agency is hereby
authorized and directed to transmit a copy of the proposed Draft
Plan to the Planning Commission for its report and recommendation
concerning the Draft Plan and its conformity to the General Plan
in accordance with Health and Safety Code Section 33346. The
Executive Director is hereby authorized to submit copies of the
proposed Draft Plan to the Project Area Committee for their review
and consultation as per Section 33330, 33386 and 33347.5 of the
California Community Redevelopment Law. The Executive Director is
further authorized and directed to transmit a copy of said
proposed Redevelopment Plan to all County government officials as
required by law.

Section 3. Because the Redevelopment Project could have a
significant effect upon the environment, a Draft Environmental
Impact Report (DEIR) has been prepared. The Executive Director of
the Agency is hereby authorized and directed to submit the DEIR to
all affected taxing agencies and to make said DEIR available for
public review in accordance with the California Environmental
Quality Act, as amended, and the state and local guidelines for
implementation of the California Environmental Quality Act.
