SUBJECT: A Resolution of the Moorpark Redevelopment Agency
Approving and Authorizing the Chairman to Execute a
Reimbursement Agreement by and between the Moorpark
Redevelopment Agency and the City of Moorpark
(Improvement for 224 -226 High Street)
BACKGROUND:
On October 19, 1994, the City Council /Agency approved an
appropriation of funds for labor costs for demolition and
improvements for 224 -226 High Street (see attached Staff Report
dated October 6, 1994). The repair work was necessary for
occupancy of the building.
DISCUSSION:
The attached Resolution and Reimbursement Agreement is being
presented to the Moorpark Redevelopment Agency (MRA) for approval
in accordance with Section 33670 of the California Community
Redevelopment Law and for auditing purposes for filing the Annual
Statement of Indebtedness.
The City of Moorpark agreed to assist in the work necessary to
upgrade the building to a safe condition for occupancy. The
cost of labor (provided by City workers) was $4,433.55. The
electrical repairs and screening was $2,525.00. Total cost for
improvements is $7,958.55
FUNDING•
It is suggested that future tax increment revenues be pledged to
reimburse the City for the cost of labor and advancement of
funds.

Staff recommends that the Moorpark Redevelopment Agency adopt
Resolution No. 94 authorizing the Chairman to execute the
attached Reimbursement Agreement by and between the City of
Moorpark and the Moorpark Redevelopment Agency.

SUBJECT: Library Expansion Funding
The City Council unanimously approved the commitment of $65,000 toward the expansion of the
Moorpark Branch Library on June 17, 1992. Since that time the Moorpark Redevelopment
Agency has been activated and has sold bonds for public improvements. The library is located in
the redevelopment project area and the expansion and improvement of the library would be
consistent with the Agency's goals.
Consistent with prior agreements with Ventura County (e.g. Happy Camp Drain Construction
Agreement), it is suggested that the payment of the funds to the county be within 30 days of the
issuance of the Notice to Proceed. This allows the Agency to verify that the scope of the project
is consistent with the original expectations of the Agency and City Council.
Recommendation: (Roll Call Vote Required)
It is recommended that the Agency appropriate $65,000 from the Moorpark Redevelopment
Agency Bond Issue for the expansion of the Moorpark Branch Library project and direct payment
to the County of Ventura when the notice to proceed for the project has been issued.

We are getting very near to the time when we will be ready
to go out to bid on the Moorpark Library Expansion Project. In
order to go forward with the bid process, we need to have all
funds in hand.
Your letter of June 18, 1992, confirmed the City's
commitment of $65,000 for this project. At this time, we are
requesting that the City forward its check for $65,000 so that we
are ready to go to bid.
The check should be made payable to "Ventura County Library
Services Agency" and should note that it is for the "Moorpark
Library Expansion Project." The check should be mailed to
Dixie Adeniran, Director
Ventura County Library Services Agency
4274 Telegraph Road
Ventura CA 93003.
The check will be deposited in the Library's trust fund for
the Moorpark Expansion Project.
We greatly appreciate the cooperation and assistance of the
City of Moorpark in bringing this project to fruition.

RE: Consider Authorisation for Negotiation with the County
of Ventura for the Redesign of the Moorpark Branch
Library.
Background
The Moorpark Branch Library proposed expansion will add on to the
building on the north side, and relocate the parking area and
entrance to the west side of the building. This will take away from
the Civic Center's needed space for storage and future expansion.
The current library expansion project remains underfunded with
$260,000 designated from the county, $65,000 allocated from the City
and approximately $35,000 raised in donations.
The City has purchased the property at 661 Moorpark Avenue, and is
entering into escrow to purchase the property at 675 Moorpark Avenue.
Staff suggests inclusion of these properties in a redesign of the
Moorpark Library expansion. The redesign effort would have the
objectives of preserving the southwest corner of the Civic Center
property for future expansion and improving the public access to both
the library and the Civic Center property.
This option was not previously available to the county or the City
because the property to the south was privately owned. Now that the
property is being acquired by the City, it is suggested that we take
a second look at the design of the library to optimize the use of the
property.
Recommendation: (Roll Call Vote Required)
Staff recommends that the City Council authorize the City Manager to
review with the County of Ventura the redesign of the Moorpark Branch
Library expansion consistent with this report.

Dear Supervisor Howard:
The City of Moorpark is pleased to hear of your efforts to obtain
funds to provide for an approximate 3,000 sq. ft. expansion to the
existing Moorpark Library. As you explained it, you will be
requesting the Board of Supervisors to approve $260,000 from a
County contingency fund for this purpose, however, such funds will
not be sufficient to fund the full expansion cost.
The City Council was able to consider this matter on June 17, 1992
and by an unanimous vote committed $65, 000 and a portion of the
Civic Center site for the expansion. The Moorpark City Council
looks forward to favorable action by the Board of Supervisors on
your request. If I or any member of the City Council can be of any
help regarding this matter, please let us know.

2. DISTRICT shall cause construction of the improvements
inclusive of ADDITION heretofore described from Station
7 +25 to Station 11 +07 through its public works contract
process.
3. If after opening bids, DISTRICT determines CITY'S
estimated cost of ADDITION will be in excess of $40,000,
it shall not award a contract for construction of the
improvements inclusive of ADDITION, unless CITY approves
such excess cost.
4. DISTRICT shall, upon completion, maintain the reinforced
concrete box conduit within road right -of -way, including
ADDITION, as to structural and hydraulic integrity.
5. DISTRICT shall indemnify, defend and hold harmless CITY
and its officers, employees, servants and agents, from any
claim, demand, damage, liability, loss, cost or expense,
for any damage whatsoever, including, but not limited to,
death or injury to any person and injury to any property,
proximately resulting from any act or omission of DISTRICT
or any of its officers, employees, servants or agents in
the performance of this Agreement.

shall have any further obligations under this agreement.
