Dennis Delzeit , City Engineer 4E50 DATE : February 21 , 1985 SUBJECT : Concerns expressed by the Planning Commission at the Meeting of February 12 , 1985 At the February 12 , 1985 Planning Commission meeting , the Planning Commission requested that the City Council be advised of concerns regarding speed limits along the western portion of Los Angeles Avenue , and the scheduling of traffic signal improvements at Maureen Lane at Los Angeles Avenue and Flynn Road at Moorpark Road. At the City Council meeting of February 19th, this information was presented to the City Council by the Planning Director and the City Council asked me to respond. The following summarizes my response to the City Council : With regard to the request for reduced speed limits along the western portion of Los Angeles Avenue , I informed the City Council that Lt . Wells and I have recently met with CalTrans and discussed this item, as well as other traffic safety concerns . CalTrans said that they are in the process of conducting speed surveys which will be used to determine the appropriate posted speed limit . They told us that prior to finalizing their analysis , they would solicit input from Lt . Wells and the City Engineer. They are expected to complete their analysis sometime in March 1985 . In answer to the Planning Commission ' s concerns over the scheduling of traffic signal improvements on various portions of Los Angeles Avenue as well as Moorpark Road, I responded that it is expected that a 5-Year Capital Improvement Program would soon be prepared. The overall purpose of the 5-Year Capital Improvement Program is to establish a list of projects and a tentative schedule . I pointed out that placing a traffic signal project on the Capital Improvement Program list does not necessarily mean that the signal will meet the warrants established by CalTrans . However , once a project appears on the list , the City would begin coordinating with CalTrans in order 799 Moorpark Avenue Moorpark, California 93021 (805)529-6864 Page -2- to implement the project .
