SUBJECT: MEDIAN MONUMENT SIGN.. - URBAN WEST COMMUNITIES •
BACKGROUND
At the Commission meeting of May 4, 1987 Mr. Tom Zanic, Urban West Communities
requested consideration from the Commission for a monument project identifi-
cation sign to be placed in the future Tierra Rejada Road median. The
Commission referred-this matter back to staff with instructions to
review the -use of an encroachment permit to -allow such a feature in
the median. Also, to place the matter on the June 1st agenda to consider
an amendment to the Planned Community Standards.
DISCUSSION
Currently the City's sign code does not address the use of a monument -.
sign in a median. Therefore, such a sign is not permitted by code
at present. . To allow such a sign there is a process by which an applicant
may request an amendment to:the code. Also, the Planned Community
Standards in the Code does not address the use of such a sign-in the
median.
Inasmuch as the Urban West .project is the one .and only Planned Community;
changing the City sign code to allow such, does not appear prudent -at
this time.
An encroachment permit can be used to allow the placement of the monument
sign. However, the sign must first be a permitted sign. If it is
the desire of the Commission to allow such a sign then it must first
be a "permitted" sign. Staff would suggest that a minor modification
to the Planned Community Standards be made. Page 33 - Greenbelt System
&,.Collector Roads under No. I (attached) speaks about "sign gateway
entrances to the whole development and villages. . ." which could be
modified to include median- signs. In this way the encroachment permit
• would serve as the implementation instrument.

The proposal is for two (2) such signs and should be limited to only
that number. These signs will be located in the public right-of-way
and will be maintained by the City in the future. Therefore, the signs
should not be lighted because of long term costs and maintenance concerns.
During review of this subject with the Public Works department, there
was some concern that the signs be constructed so as to allow a safe
measure of traffic circulation around them. Also, should the City
determine that they were a hazard or undesirable, Urban West would
be responsible for their removal.
RECOMMENDATION
1. That Urban West request a minor modification to the Planned Community
Standards text so as to allow monument signs in the median along
Tierra Rejada Road.
2. That Urban West Communities be issued an encroachment permit to
construct two (2) median signs after a minor modification is approved.
3. That the encroachment permit shall include a letter of credit valid
for five (5) years agreeing to remove the median signs upon the
request of the City.
4. That the median signs shall not be lighted.
5. Consider median signs as part of a sign program for any future
Planned Community and remove this topic from the June 1, 1987 Planning
Commission agenda.

Greenbelt system and Collector Roads
The landscape approach in Mountain Meadows has been to plan the circulation
system (vehicular streets, pedestrian ways and bike ways) and the green space
system adjacent to one another to provide the maximum visual benefits to the
users.
Greenbelts will fringe Tierra Rejada Road and the Collector Roads, front
yard landscaping is proposed for minor roads, and both will be coordinated in
a landscape master plan for the whole development linking them to the
village parks and the Peach Hill Watercourse.
This concept of a system of roads combined with greenbelts visually linked to
parks possessed the following significant features:
1. Tierra Rejada Road and the Collector Roads have a greenbelt land-
scaping strip on both sides which varies in width and contains side- ke
walks. There will be specially designed and signed gateway entrances
to the whole development and villages combining landscape and
architectural designs.
2. The minor roads will have front yard landscaping.
3. Natural widening out of the collector road greenbelts will occur:
-when the common landscaping of attached housing groups adjoins the
collector roads
-at village entrances
-at homes clusters recreation areas
-at collector points
-in small green "gateway" spaces between clusters
-where single family housing cul-de-sacs back up to the collector
road; the front yard landscaping can flow naturally through to link
with the collector street greenbelts
-at a Village Park or Village Park/School which is located next to
collector roads
The landscape system is illustrated conceptually on the following graphics:
Landscape Concept Plan, Landscape Character, Typical Neighborhood Recre-
ation Areas and Transportation Collector Points, Typical Neighborhood Re-
creation Center, and Typical Front Yard Landscaping.

SUBJECT: APPEAL NO. 13 - APPEAL OF DIRECTOR'S DECISION
REGARDING LOCATION OF LOADING ZONE
BACKGROUND
Presently a planned development permit Is in the processing stage and
will come before the Planning Commission at a later date for a public
hearing. The project requires one loading space, however, two spaces
have been provided. The appropriateness of the location of the loading
spaces has become an issue. The applicant' s site plan shows both
locations in the middle of a parking aisle. When a vehicle Is parked
there it risks blocking the path of another care parked in a regular
space. The issue has become one of interpretation since the code does
not specifically state that loading space cannot block another parking
space. It is the Director's determination that the location of the
space is inappropriate. The loading space should not block another
space.
The history leading up to this situation is as follows:
1. Ordinance No. 74 repeated Article 41 of the old County Zoning Code
(Parking Requirements - General Limitations) June 16, 1986.
2. When Ordinance No. 74 was adopted, Section 8161-4.3 - Size and
Location of loading zones was eliminated. Previous Article 41
required:
12 ft. width, 50 ft. depth and 14 ft. in height
No dimensions specified tudey.
3. When Ordinance No. 74 was adopted, Section 8161-3.4.3.2 access was
eliminated. This section required a minimum 25 ft. wide driveway
for two way traffic.

4. The old Section 8161-3.1 - Parking Space Size - Off Street
required "Each space shall be provided with adequate ingress and
egress (AM Ordinance No. 3573, 11-3-81)." By standard practice
the County was using 25 ft. for a 90 degree parking stall .
5. The old Section 8161-3 did not address any specific turning width.
At issue: Are off-street loading and unloading spaces permitted in
traffic aisles or should they provided their own designated
space?
Section 9. 13.121 (from Ord. 74) Off-street Loading and Unloading Spaces
Requires that every building have permanently maintained
off-street loading and unloading "spaces".
If the term "space" is used the same as a parking "space";
then a separate area must be provided on site.
Current code does not address the size of a loading space.
RECOMMENDATION
1. Uphold the Director's determination that the loading space should
not block another parking space; and
2. That the following Vehicular Access Requirements be adopted by
formal policy until the Zoning Code can be amended.
a. Parking lot and aisle dimensions shall comply with the
following minimum:

b. Off-street Loading and Unloading Space
Each space shall be provided the following dimensions:
Delivery Van Space - Twelve (12) feet wide, twenty (20)
feet in depth and fourteen (14) feet vertical clearance.

Semi-Truck Space - Twelve (12) feet wide, fifty (50) feet
deep and fourteen (14) vertical clearance.
Such loading spaces shall not be located in any required
setback area.
Such loading spaces shall not interfere with vehicular of
pedestrian circulation movement.
Such loading space shall not interfere with vehicular or
pedestrian circulation movement.

GROUNDS OF APPEAL LETTER
•
We are the Architects contracted by Mr. Colin Velazquez and
Partners to design the MOORPARK RETAIL-AUTO CENTER . We are
enclosing a copy of the letter dated May 7 , 1987 which requests
a statement from the City Ordinance indicating the type of
vehicle and the size and location for a loading space required
for a commercial project. Our understanding of the ordinance
and our past experience on a previously approved commercial
project is in conflict with the planning director ' s
interpretation.
We understand your concern to be that delivery trucks would
block the flow of traffic while parked in the loading zone .
While we agree with this observation we feel that the
proposed loading zone is the most favorable when considering
the following factors .
The grounds for appeal are summarized as follows :
1 . The owner has had to dedicate 21 % of the original
parcel for street dedication, thereby requiring the
building to maximize the leasable area in order that
the project be economically feasible. Consequently,
reducing the building area to accommodate a loading -
zone could render the project unfeasible.
2. The Owner has made attempts to cooperate with the
planning staff. We located the primary driveway to the
west end of the property, set the building back 5 ' and
widened the distance between the retail buildings .by

5 ' , all of which yielded a loss , of 825 sf leasable
area.

3. Our initial design concept was to face the retail use
onto Los Angeles Avenue whereby the building acts to
screen the otherwise unsightly automobile service use.
Additionally, we chose to locate the loading zones in
the automobile service bay parking area since the
retail buildings will block the view of the loading
zones from Los Angeles Avenue. Furthermore we plan to
restrict loading times to off business hours . This
practice is one which has been approved in the past on
one of the owner's earlier developments .
In conclusion, we feel that situating the loading zone out
of view as per our plan as submitted is a sensitive and
appropriate solution and one which should be considered as
valid.

REGARDING SIGNAGE
BACKGROUND
Mr. Tom Zanic, Urban West Communities approached the
Planning Commission at their regular meeting of May 4, 1987
regarding the placement of a median sign at the entry to
their project on Tierra Rejada Road. At that time, the
Commission set the matter of considering the median sign
for their next meeting of May 18, 1987 and requested staff
to place the subject of an amendment to the Planned
Community Standards on the June I, 1987 agenda.
DISCUSSION
Article 13 of the Zoning Code refers to the Planned
Community (PC) , Zone. Specific development standards are
not addressed by Article 13 inasmuch as such standards are
created as part of the adoption of master plans and
specific plans. Therefore, a sign program can be tailored
to meet the needs of an overall design plan as the project
may warrant.
RECOMMENDATION
That the Planning Commission take no action at this time to
amend Article 13 to create a specific sign standard for all
future projects.

BACKGROUND
At your last meeting of May 18, 1987, your Commission requested a
report back on the progress of removing stick signs. We did send
out a letter regarding the violation on this issue.
To date they have been removed. In addition the City had contacted
legal Counsel and did intend to prosecute and enforce action on
the removal of said signs.
