The Planning Commission will conduct a public meeting for the purpose of
soliciting citizen comments regarding the proposed update to the Land Use and
r Circulation (traffic) Elements of the City's General Plan.

On November 4, 1986 the community voters passed a ballot measure (Measure F),
which established a Residential Development Management System. This draft is
being forwarded to the Planning Commission for receipt only. Public hearing
for this item tentatively scheduled for July 6, 1987.

SUBJECT:LAND USE AND CIRCULATION ELEMENT UPDATE TO THE GENERAL PLAN
BACKGROUND
During the last months of 1986 the City adopted the Safety and Noise
elements to the General Plan. These were the last of the required
seven (7) elements which make up a General Plan for the City.
During January of 1987, staff brought to the City Council 's attention a
number of formal requests for general plan land use amendments and
letters of intention for consideration. These requests were made back
in 1985. The City, at that time, elected to not process any amendments
prior to adopting all required general plan elements.
Also, during January of 1987 the Planning Commission identified the
need to consider updating the land use and circulation elements and
forwarded Resolution No. 87-124 to the City Council requesting same.
This resolution along with staff's reports on the outstanding 1985 GPA
requests triggered the joint meeting of the Planning Commission and
City Council on February 25, 1987. It was at this meeting that both
decision making bodies agreed to proceed with an update.
At the joint meeting the idea for a local planning ordinance proposal
was discussed. This matter was to be discussed as part of the update
process.
Shortly after the joint meeting the City Council referred the matter of
the update to the Planning Commission

The Commission discussed the subject next at their April 6, 1987
meeting and requested staff to create a tentative schedule for
discussion. At the May 4, 1987, the Commission reviewed the tentative
schedule (no longer applicable) and agreed that there was a need to
promote citizen input. The Commission requested that a notice be
placed in the annual assessment mailings so as to notify all property
owners of the June 15th Planning Commission meeting
Process of Updating Land Use and Circulation Elements
The City has begun the "process" of updating it' s land use and
circulation elements by first requesting citizen input prior to any
formal actions. The Planning Commission will begin to discuss broad
based City wide issues related to land use and circulation (traffic).
From these citizen comments the Commission can then begin to narrow the
scope of work to be accomplished. Also, the major issues related to
the update will hopefully surface.
This "scope" of the purpose and intent by the Planning Commission is
being accomplished to narrow the areas where work tasks will be
identified to a planning consultant firm by way of any RFP (request for
proposal). The more specific the work program typically the better end
product. Also, the City will be identifying it' s priorities and
establishing specific goals to be accomplished.
Once the Planning Commission has narrowed the scope of work to be
accomplished their recommendations will be forwarded to the City
Council for further refinements and additional public hearings prior to
contract for services.
As part of the Commission review there will be an opportunity for
property owners or interested parties to request amendments to specific
properties or circulation designations. These specific requests will
be reviewed toward the end of the Commission discussions so that they
may be evaluated against the direction or intentions of the update.
The specific requests must also be evaluated against the criteria used
in the City' s "guidelines for screening of General Plan Amendments".
The Commission will make recommendations regarding specific requests to
the City Council . The Commission's recommends and determines if a
request should or should not be made part of the overall update
program. Provisions will need to be made for those successful
candidates to pay their fair share in the cost of the environmental
documentation and final product.
Identifvinq the Issues
At the outset, issues and problems can only be identified in general
terms. Later, the initial list of issues can be referred and the
dimensions and importance of each issue more clearly understood. While
the general plan must meet the minimum requirements of State law, it
should focus on the issues of greatest importance to the Community.
These topics are intended to generate further discussion in an effort
to narrow the scope of work. The following is a listing of topical
issues prepared by staff.
Regional Impacts
Freeway connection - State Highway 23 and 118 - County wide
Planning Program - Growth pressures in Simi Valley and Thousand Oaks -
Air quality, water, sewer, solid waste

Rural Community - Satellite, self contained - Homogeneity
Hillside Protection
Need/no need - General/specific - Grading
Land Use
The need for more commercial - Too much urbanization? - Better mix

Interim Measures
Before undertaking the first steps in this update process the
Commission may wish to consider if any interim measures are needed to
guide decision making while the update is in progress.
The City Council at their meeting of June 17th will be considering a
"constructive notice" to advise applicants of this ongoing effort to
update the Land Use and Circulation Elements of the General Plan.
Whether or not any other measure is needed should be discussed at this
time.
RECOMMENDATION
1. Hold public meeting regarding the general plan update to it' s
land use and circulation elements.
2. Develop a format for receiving public input into the process and
identify when the Commission will consider reviewing individual
request for specific amendment consideration.
3. Identify a specific time when recommendations will be forwarded
to City Council .
4. Direct staff as deemed appropriate for future meeting regarding
this topic.
