Lot by lot land use inventory in a form for easy conversion to a geotechnical base system. 2. Identify areas subject to Specific Plan approval plus list in general terms land uses permitted within. 3 . Identify Residential, Commercial, and Industrial reserve areas in outlying areas. 4. Create goals and policies regarding future hillside development. 5 . Create standards for recreation services. 6. Identify potential rental and senior housing sites. 7. Create goals and policies related to the need to protect the visual freeway corridor (118/23 Freeway Connector) . • 8. Create goals and policies which will ensure that site planning and design of development respects the predominantly low profile suburban environment of Moorpark and enhances and respects the surrounding natural features. 9. Identify the natural features within and adjacent to the community that need to be protected. 10. Create an urban limit line considering both the non-growth areas of the Countywide Planning Program (CPP) and the City' s need to provide buffers or transitional zones. 11. Establish City gateways and identify land uses to promote that identity. P• 12 . Create a document(s) that can be used and an effective tool to update the City' s Zoning Ordinance. 13 . Prepare studies of the existing or future population density patterns within the City. Empresses must be places on those areas either designated for redevelopment or high-growth potential . 14. Create goals and policies which promote the reduction of residential densities in outlying canyon areas. 16. Create goals and policies regarding the extension of public services in areas which provide significant natural constraints to development. 17 . The design of commercial areas should complement the area in which it is located. Create design overlay areas with specific goals and policies related to development. 18. Create goals and policies related to obtaining an overall 85%/15% single family/multi-faminly mix based on housing units. 19. Create goals and policies related to minimum parcel sizes in open space and areas over 20% slope (such as 40 acres) . 20. Create goals and policies which promotes agricultural uses in those areas over 20% slope. 21. Identify major ridge lines within the community. 22 . Create goals and policies to preserve and protect features of cultural and historical significance to the community. 23 . Create goals and policies to save and protect mature trees within the community. 24. Create goals and policies related to the need to adopt guidelines to mitigate the impact of exterior lighting on adjoining parcels and adjacent public right-of-way. 25. Review land use designations in light of service capacity of various infrastructure systems ( sewer, waste, streets, storm drains, flood control, etc. ) . 26. Review and incorporate applicable and appropriate sections of the county of Ventura' s General Plan. 27 . Need to consider maintenance of the document after adoption - consider computer applications. 28. That the Land Use and Circulation amendments shall be internally consistent with all other elements of the General Plan. 29. Infrastructure - Identify current infrastructure limitations as to how development would be limited by infrastructure expansion capability. 31. Downtown Plan - Incorporate, land use issues, goals, design standards, parking in downtown area - in lieu fee concept - identification of potential parking areas. 32 . County Plans - (see p. 8, No. 4 in existing Moorpark Land Use Element) - make certain that Moorpark Land Use Element is consistent with and takes into account any other applicable. 33 . Individual Areas of Concern A. South of Los Angeles Avenue from Moorpark Road to Liberty Bell Road. B. Multiple family residential south of Majestic Court. C. Commercial office designation for southwest corner of Los Angeles Avneue and Moorpark Road. Is it still valid? D. Alan Robins property? E. Freeway Business Center (Science Drive) . Some of the text and maps in the current Land Use Element show this area as either open space, or "non-growth" . Make sure this area is appropriately indicated in the new Land Use Element. F. Happy Camp Canyon Park - show precise boundaries. 34. Incorporate all present GPA' s into new Land Use Element Map and Text Amendments. 35. Land Use Element, page 41 Commercial - do we want to change "Neighborhood Commercial Center - pertanent - Convience Market?" 36. Land Use Element, page 42 - Existing section on Commercial Industrial mix. Is it still valid. Perhaps the downtown plan will propose something else. 37. Richards, Director of Community Development DATE: November 10, 1987 SUBJECT: INFORMATION ITEM - ADDED CONDITIONS FOLLOWING PLANNING COMMISSION ACTION At its meeting of October 19, 1987 the Planning Commission was informed by the applicant of PD-1065 that an additional condition had been placed on the project by the staff after the Commission had made its recommendation, and prior to the City Council hearing. This was due to a staff error that caused the need for the condition to be added at that time. When an entitlement has completed Planning Commission review, if the Commission had final approving authority, then no further conditions may be added once the Commission has adopted a resolution. In this case, the entitlement still requires City Council action. Until the Council adopts a resolution on the matter, conditions may still be imposed. Staff will only suggest a new condition be added after Planning Commission action under two circumstances: ( 1) a condition was omitted as a result of a staff error; or (2 ) new information has been received. Sometimes new information is received in the form of a revised site plan. This was the case in this instance of PD-1065, that the new site plan reminded staff that the customary request for a meandering sidewalk had been omitted. The City has yet to adopt a list of standard conditions. If this were the case, then the requested meandering sidewalk would have been included from the beginning. A particular list of conditions appears in nearly all entitlements as a matter of common practice. Each entitlement is reviewed ' on an individual basis for the need for conditions.
