Any member of the public may address the Commission during the Public Comments portion of the agenda, unless it is a
Public Hearing item. Speakers who wish to address the Commission concerning a Public Hearing item must do so during
the Public Hearing for that item. Speaker Cards must be received by the Recording Secretary prior to the Public Comments
portion of the meeting. Speakers will be heard in the order that their Speaker Cards arc received. A limitation of 3 minutes
shall be imposed upon each speaker. Copies of the reports or other written documentation relating to each item of business

A. Resolution of Approval - PC -95 -312
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL TO THE CITY
COUNCIL FOR VESTING TENTATIVE TRACT MAP NOS. 4973 AND 4974
ON THE APPLICATION OF C.T. FINANCIAL (ASSESSOR PARCEL NOS.
500- 35 -15, 500- 35 -33, 512-15-60,513-05-11, 500 -35 -041).
A. Draft Environmental Impact Report - Hidden Creek Ranch Specific Plan
The City's California Environmental Quality Act (CEQA) procedures (City
(� Council Resolution No. 92 -872) require that a Planning Commission public
hearing be scheduled for consideration of public comments on a Draft EIR during
the public review period.
Entitlement:
ITidden Creek Ranch Specific Plan (General Plan Amendment No. 93 -1, Pre -Zone
No. Z -93 -3, and Specific Plan No.SP- 93 -1). The Draft EIR is available for public
review, and the review period is from September 12,1995, to October 30, 1995.
Location:
The Project site is located in the northern portion of the City's Area of Interest,
totals 4,322.58 acres. The project lies directly north of the City Of Moorpark and
east and south happy Camp Canyon Regional Park.

i. Open the public hearing and accept public testimony on the Draft EIR;
and
H. Review and consider the information in the Draft EIR, and identify any
Planning Commission comments/concerns to be addressed in the final
EIR; and
iii. Direct that the Draft Final EIR be prepared following the close of the
public review period on October 30, 1995, and that a subsequent Planning
commission meeting be scheduled for the purposes of providing the city
Council with a certification recommendation.

Zone Change No. 94 -1, Vesting Tentative Tract Map No. 4928, Residential
Planned Development (RPD) Permit No. 94 -1, Conditional Use Permit (CUP) No.
94 -1, Parcel Map No. 94 -1 The Draft EIR is available for public review, and the
review period is from August 23, 1995, to October 9, 1995.
Location:
The Project site is located in the northern portion of the City, totals 655 acres, and
has frontage on both Walnut Canyon Road (State Route 23) to the east and
Grimes
Canyon Road to the west. The project site northerly boundary is also the
northerly boundary for the City limits and is approximately 2,700 feet south of
Broadway Road.

vi. Direct that the Draft Final EIR be prepared following the close of the
public review period on October 9, 1995, and that a subsequent Planning
commission meeting be scheduled for the purposes of providing the city
Council with a certification recommendation; and
vii. Direct staff to schedule a Planning Commission special meeting to allow
for a field trip to the Project site, on the date selected by the City Council,
and to scheduled public hearing for October 30, 1995, for consideration
of the Revised Project entitlement (General Plan amendment, zone
change, vesting tentative tract map, parcel map, residential planned
development permit, and conditional use permit).
C. Measure F Ordinance Amendment - Consider adoption of a resolution
recommending approval of an ordinance amending Measure F to extend the
termination date to December 31, 1996, and to provide for additional annual
residential development allotments for the extended time period. Staff
recommendation. Staff Recommendation: Adopt a resolution recommending City
Council approval of an ordinance amending Measure F.
