Any member of the public may address the Commission during the Public Comments portion of the agenda, unless it is a
Public Hearing item. Speakers who wish to address the Commission concerning a Public Hearing item must do so during
the Public Hearing for that item. Speaker Cards must be received by the Recording Secretary prior to the Public Comments
portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes
shall be imposed upon each speaker. Copies of the reports or other written documentation relating to each item of business
on the Agenda are on file in the office of the City Clerk and are available for public review. Any questions concerning any

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING CONDITIONAL
APPROVAL TO THE CITY COUNCIL FOR PARCEL MAP NO. 5001 AND
COMMERCIAL PLANNED DEVELOPMENT PERMIT NO. 95.1 ON THE
APPLICATION OF MARKETPLACE PARTNERS 3 (ASSESSOR PARCEL
NOS. 500-0-350-535,545 AND 555).
Staff Recommendation: Adopt Resolution No. PC -96 -315 recommending to the
City Council conditional approval of Tentative Tract Map No. 5001 and
Commercial Planned Development Permit No. 95.1.
a. Entitlement: Residential Planned Development Permit No. 95 -2 and Tentative
Tract Map No. 4174.
Applicant: Colmer Development Company 23875 Ventura Blvd., Suite 201,

Proposal: Description of Project: Tentative Tract Map No. 4174 consisting of the

Residential Planned Development Permit No. 95 -2 is for approval of nine two -
story homes. There are two different proposed floor plans with three elevations
of each plan. Plan No. 1 is a 3- bedroom, 2 -1/2 bath, 1663 square foot home. Plan
No. 2 is a 3- bedroom, plus den/bedroom, 2 -3/4 bath home, with 1933 square feet.
The architecture, by Bassenian/Lagoni is of a Mediterranean style.
General Plan Amendment 95.3 to change Land Use Designation from Medium
Density to High Density.
Location: East side of Pecan Avenue - 400 feet north of Bambi, Moorpark,
California 93021
Assessor Parcel No(s): 514 -0 -132 -215 and 514 -0- 132 -225
Staff Recommendation: Direct staff to prepare a resolution recommending
approval of the requested General Plan Amendment, Land Division Map, and
Residential Planned Development Permit for presentation at the Planning
Commission's next regular meeting.
b. Entitlement: Hidden Creek Ranch Specific Plan (Specific Plan No. 8/SP- 93 -1),
General Plan Amendment No. 93 -1, Zone Change No. 93 -3 (Prezone).
Applicant: Hidden Creek Ranch Partners
Staff Recommendation: Continue the public hearing to a Special Planning
Commission Meeting of January 29, 1996.
