PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS 5. REORDERING OF THE AGENDA 6. APPROVAL OF MINUTES 7. PUBLIC COMMENTS Any member of the public may address the Heritage Board during the Public Comments portion of the agenda, unless it is a Public Hearing item. Speakers who wish to address the Heritage Board concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the Recording Secretary prior to the Public Comments portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. Copies of the reports or other written documentation relating to each item of business on the Agenda are on file in the office of the City Clerk and are available for public review. PC960722.PCA Planning Commission Agenda July 22, 1996 Page 2 9. PUBLIC HEARINGS a. Consider staff recommendation for Hidden Creek Ranch Specific Plan (Specific Plan No. 8). Applicant: Hidden Creek Ranch Partners (Continued from March 11, 1996). Staff Recommendation: 1) Provide staff with comments on staff recommendations for conditions to be included in a Planning Commission resolution recommending approval of the Specific Plan, and /or provide additional recommendations to be included; 2) Direct staff to prepare a draft resolution of approval for the Planning Commission's August 12, 1996 meeting; 3) Continue the public hearing to August 12 to allow opportunity for additional public and Planning Commission comments on the environmental study report for a potential roadway across lower Happy Camp Canyon Regional Park and connecting to Spring Road. 10. DISCUSSION ITEMS a. Appeal 96 -2 (Waynert) An appeal of the Director of Community Development's decision to deny occupancy of a Pawnshop at 87 E. High Street (formerly Simi Valley Bank). Staff Recommendation: Refer Appeal 96 -2 regarding determination of a pawnshop as an equivalent use in the General Commercial (C -2) Zone on High Street to the City Council for their consideration. 11.
