Any member of the public may address the Planning Commission during the Public Comments portion of the
agenda, unless it is a Public Hearing item. Speakers who wish to address the Planning Commission concerning a
Public Hearing Rem must do so during the Public Hearing for that item. Speaker Cards must be received by the
Recording Secretary prior to the Public Comments portion of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. Copies of
the reports or oiher written documentation relating to each item of business on the Agenda are on file in the office

9. PUBLIC HEARINGS
A. Consider Vesting Tentative Tract Man No. 5081 filed by
Amer; an Stores Proms erties, Inc. A proposal for an eight
lot subdivision of 11.8 acres into lots of 2.5, .7, 4.1,
1.5, .6, .7, .9 and .8 acres.
The proposed eight lot subdivision is located at the
northwest corner of Tierra Rejada Road and Mountain Trail
Street in the City of Moorpark, Assessor's Parcel Nos.
505 -0- 012 -41. Staff Recommendation: 1. open the public
hearing and accept public testimony and close the public
hearing. 2. Determine that the effects of Vesting
Tentative Tract Map No. 5081 have been adequately
analyzed in the Mitigated Negative Declaration, Initial
Study, and Mitigation Monitoring Program prepared for
Commercial Planned Development No. 90 -2. 3. Make the
appropriate findings as found in the attached resolution.
4. Adopt the attached resolution recommending to the City
Council approval of Vesting Tentative Tract Map No. 5081.
B. Con id r Conditional UqP. Permit No 6 -1 fit d by Pacific
R 11 Mnhilp Setirirps A proposal to construct a 60' high
cellular communication facility.
The proposed site is located on General Plan designated
OS -2, Open Space 40 acre minimum at Ventura County
Waterworks College Water Tank Reservoir Facility, North
of Highway 118 and East of Moorpark College. (Assessor's
Parcel Number: 500 -0- 280 -400). Staff Recommendation: 1.
Open the public hearing and accept public testimony and
close the public hearing. 2. Make the appropriate
findings as found in the attached resolution, including
environmental determination. 3. Adopt the attached
resolution approving Conditional Use Permit No. 95 -1 with
the conditions of approval.
C. ConRid r General Plan Amendment No 6 -1 and Zone Chan-ge
Nn-96-2 on the application of Pacific Community Builders,
Inc. A proposal to amend the Land Use Element of the
General Plan to High Density Residential.

Zone Change No. 96 -2 is a request to change the zoning
from Residential Planned Development 13 units per acre
and Residential Planned Development 5.3 units per acre to
Residential Planned Development 8.7 units per acre to
correspond with the General Plan, Residential Planned
Development No. 96 -1 and Tentative Tract Map No. 5053.
The proposed General Plan Amendment and Zone Change is
located on 35.23 acres on the south side of Los Angeles
Avenue in the vicinity of Shasta Avenue and Goldman
Avenue. Staff Recommendation: 1. Determine that the
impacts for General Plan Amendment No. 96 -1 and Zone
Change No. 96 -2 are substantially the same addressed in
the Environmental Impact Report prepared in 1991 for the
Land Use and Circulation Elements of the General Plan,
and in the Enivironmental Impact Report prepared for
Residential Planned Development 90 -2 and 90 -3 for the
Westland Residential Housing project during 1990. 2.
General Plan Amendment No. 96 -1 be approved to change the
Land Use Designation to High Density Residential (7.0
dwelling units per acre maximum, unless density bonus, in
which case 10 dwelling units per acre density limit) and
recommend Affordable Housing Agreement be considered
which would grant a density bonus pursuant to Section
17.64.030 of the Moorpark Municipal Code. 3. Zone Change
No. 96 -2 be approved rom Residential Planned Development
13 units per acre and Residential Planned Development 5.3
units per acre to Residential Planned Development 8.7
units per acre.
