Any member of the public may address the Planning Commission during the Public
Comments portion of the agenda, unless it is a Public Hearing item. Speakers who
wish to address the Planning Commission concerning a Public Hearing item must do
so during the Public Hearing for that item. Speaker Cards must be received by
the Recording Secretary before the Public Comments portion of the meeting.
Speakers will be heard in the order that their Speaker Cards are received. A
limitation of three minutes shall be imposed upon each speaker. Copies of the
reports or other written documentation relating to each item of business on the
Agenda are on file in the office of the City Clerk and are available for public
review. Any questions concerning any Agenda item may be directed to the

Proposal: The proposed project consists of: (1) A General Plan Land
Use Element Amendment to revise the land use designations shown on
the Land Use Plan (Exhibit 3) for various properties within the
Specific Plan area and to amend the Land Use Element text pertaining
to land use classifications; (2) A Zone Change to revise Title 17,
Zoning, of the Moorpark Municipal Code to include new zoning
standards, revise the list of permitted uses, and to revise the City
Zoning Map for the Specific Plan area; and (3) Adoption of the
Moorpark Downtown Specific Plan, which includes land use and zoning
maps, a streetacape beautification program, pedestrian and traffic
circulation improvements, and specific design guidelines and
development standards to guide future development within the
Specific Plan area. Staff Recommendation: l.Open the public
hearing and accept public testimony on the Specific Plan,
General Plan Amendment, and Zone Change; and 2. Discuss issues
identified in the staff report Downtown Citizens Advisory
Committee Report, and continue public hearing to August 25,
1997; and 3. Direct staff to prepare a draft resolution
recommending approval of the Specific Plan, General Plan
Amendment, and Zone Change, subject to incorporation of
Specific Plan revisions as identified by the Planning
Commission.
Location: The Specific Plan area includes High Street, at its core,
along with other parts of Downtown Moorpark, such as residential
neighborhoods to the north of High Street, the railroad right -of -way
south of High Street, and the properties along Moorpark Avenue from
City Hall south to Los Angeles Avenue. The Specific Plan area also
extends east of Spring Road, between Flinn Avenue and High
Street /Los Angeles Avenue.
