Any member of the public may address the Planning Commission during the
Public Comments portion of the agenda, unless it is a Public Hearing
item. Speakers who wish to address the Planning Commission concerning
a Public Hearing item must do so during the Public Hearing for that item.
The Recording Secretary must receive Speaker Cards before the Public
Comments pertion of the meeting. We will hear speakers in the order that
we receive their Speaker Cards. We will impose a limitation of three
minutes upon each speaker. Copies of the reports or other written
documentation relating to each item of business on the Agenda are on file
in the office of the City Clerk and are available for public review. Any
questions concerning any Agenda item may be directed to the Community

Proposal: The proposed project involves adoption of an updated
Noise Element which identifies and evaluates noise problems in
the community from both stationary and mobile sources and
establishes policies relative to noise and its impact on the
community. The Noise Element establishes, goals, policies and
objectives to assist in decisions concerning land development
and its distribution. The proposed zoning ordinance provisions
relate to standards to control or eliminate noise consistent
with the Noise Element and includes procedures and criteria
for enforcement.
Staff Recommendation: It is recommended that the Planning
Commission adopt the attached Resolution recommending to
City Council that the projects are categorically exempt
from the California Environmental Quality Act, approval
of the updated Noise Element of the General Plan and
adoption of an ordinance adding Chapter 17.33 to the
Municipal code relating to Noise.
