CALL TO ORDER The meeting was called to order at 7:05 p.m. 2. PLEDGE OF ALLEGIANCE: Chairman Wesner led the pledge. 3. ROLL. CALL. All Commissioner's attended the meeting, Commissioner Brodsky was absent. Staff members who attend included the Director of Community Development, Jim Aguilera, and Administrative Secretary, Celia LaFleur. 4. PROCLAMAT IONS. COMMENDATIONS AND SP IAI. PRESENTATIONS There were no proclamations, commendations or special presentations. 5. REORDERING OF, AND ADDITIONS TO, THF. AGENDA There were no additions or items reordered. 6. APPROVAL OF MINUTES The minutes of February 28, 1994 were approved. 7. PUBLIC COMMENTS No public comments received at the meeting. PUBLIC HEARINGS There were no public hearings scheduled for the Commission's review. 10. DISCUSSION ITEMS a. Specific Plan No. 92 -1 - Carlsberg Financial Corporation To discuss Specific Plan No.92.1 amendments. Jim Aguilera presented the staff report to the Commission. Reference: Staff Report dated March 7, 1994. The Director said that this item was coming back to the Commission for their review of the City Council's recommendations. The Council's recommendations were to change commercial zoning and provide a floating neighborhood commercial center in the southern portion of the specific planning area along Tierra Rejada Road. He explained the issues for review. i. Active Park on Science Drive ii. BP /SRC Zoning iii. Floating Neighborhood Commercial Land Use Designation The Commission expressed their concerns about the new neighborhood commercial sites proposed. They discussed the removal of commercial zoned property at Tierra Rejada Road /Spring Road. The Commission noted the opposition received at prior public meetings from the community and surrounding property owners regarding commercial zoning at Tierra Rejada /Spring Roads. The Commission approved Planning Commission Resolution No. PC -94 -291, and with a separate motion directed staff to prepare a memo to the Council addressing concerns and opposition to the proposed commercial spot zoning. •,'oo :pa"x .,vanuo ` rxmpark, C.= 93071 Planning Commission Actions of March 14, 1994 Page 3 11. STAFF COMMENTS The Director gave a verbal update to the Hillside Ordinance, Bollinger project, and Specific Plan No. 8. 12. COMMISSION COMMENTS Commissioner May and Torres briefly discussed the recent League of California Cities Planing Commission conference. They talked about the Pacific Rim effect on the west coast as it may relate to youth employment in the 21st Century. The Commission suggested that a Social Service's Element to the General Plan be prepared and considered for review. 13. FUTURE AGENDA ITFTMS a. Mixed use zones (first floor retail /second floor dwelling). b. Social Service's Element of the General Plan 14. AIMOURNMENT The meeting adjourned at 7:45 p.m. +
