The meeting was called to order at 7:06 p.m..
2. PLEDGE OF ALLEGIANCE
City Clerk. Lillian F.. flare led the Planning Commission in the pledge of ,allegiance.
3. ROLL CALL
Commissioner's Christina 1). Barton Miller, Vice Chairman John Torres and
Chairman Michael H. Wcsner Jr. were present. Commissioner Brodsky was absent.
Staff members attendim, included, Director of Community Development, Jim Aguilera;
City Clerk, Lillian E. Hare, and Administrative Secretary, Celia I aFleur.

There were no proclamations, commendations or special presentation.

The minutes of March 14, 1994 were approved as submitted.

No public comments received at the meeting.

There were no consent calendar items presented at the meeting.
9. PUBLIC HEARINGS
There were no public hearing items scheduled for the Commission's review on this date.
10 DISCUSSION 1TEMSACTION
a. Information Item: A presentation by the City Clerk regarding the Brown Act
This information item was presented to the Commission by City Clerk, Lillian Hare.
Reference items included, an Implementation Guide and the League of California Cities
publication of the 1994 Ralph M. Brown Act (10/89 Reflecting Changes Made by AB
1426, SB 36, SB 376 and SB1140).
The City Clerk describe the changes and gave examples of how these changes affected
the Commission and the preparation of the Planning Commission's agenda. The
examples described applied to regular and special scheduled meetings.
b. Consider Amending the Zoning Ordinance to Allow Mixed Use 'Zones
c. Consider Amending the General Plan to Incorporate a Social Service's Element to
the General Plan
These items were presented together by the Director, who provided the Commission with
background information about a Social Service Element which the Director authorized
and drafted for a previous city. He described mixed use zones that other cities were
currently working with.

Later in the meeting he informed the Commission about the procedures necessary to
recommend to the City Council that the Zoning Ordinance be amended to allow mixed
use zones, and a Social Service Element to the General Plan.
The Commission with a unanimous voice vote directed staff to move forward with a
recommendation-to Council to amend the Zoning Ordinance to allow mixed use zones,
and a Social Service Element to the General Plan.
11. STAFF COl\1 \1EATS
The Director gave a verbal status report regarding the following:
a. Geographic Information System
h. New Gro% %th Manegcntent Ordinance
c. I lillside Ordinance - it was noted that ajoint meeting on April 27 of the City Council
and Planning Commission would be scheduled to discuss the I lillside Ordinance, the
ordinance that would regulate hillside dC'ClopniCnt.
d. CPD89.1 Shell Minor Mod I - a request to add a driveway on Los Angeles Avenue.
c. CPDQ2.1 Arco Minor Mod I - a request W relocate the building structure 10' north
of the approved location.
f. Sign Ordinance - the ordinance eras recently reviewed and commented on by the City
Attorney and expected to be presented to the Council for their review within 60 days.
g. Ilistorical Preservation Ordinance - the ordinance was recently reviewed and
commented on by the City Attorney. Staff is also working toward revising the
ordinance to include the Citv Attorney's comments.
12. ComMISS1oN Co\1MF1'TS
Commissioner May questioned the Director about whether the Business Industry
Association (RIA) fully understood the City's intent of the language describing "bonus
points for larger lots "'? Staff said than the RIA's view on that was that the city should
follow the zoning intent and purpose, and not use bonus points to control density.
