1. CALL TO ORDER
Chairman Wesner called the meeting to order at 7:12 p.m..
2. PLEDGE OF ALLEGIANCE
Chairman Wesner led the pledge of allegiance.
3. ROLL CALL
Commissioner's Christina D. May, Barton Miller, and Chairman Wesner attended the meeting.
Commissioner John Torres was absent. Other staff members attending, included the Director of
Community Development, Jim Aguilera, Senior Planner, Paul Porter, Assistant City Engineer, Dirk
Lovett, and Administrative Secretary, Celia LaFleur.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS
None.
5. REORDERING OF THE AGENDA
There were no items reordered on the Commission's agenda.
6. APPROVAL OF MINUTES
The Planning Commission approved the minutes of May 9, 1994.
7. PUBLIC COMMENTS
Eloise Brown, 13193 Annette, Moorpark, CA 93021. Ms. Brown spoke about the June 1994 ballot
measure regarding the Weldon Canyon Landfill. She urged everyone to study the measure and get
out and vote.

9. PUBLIC HEARINGS
a. Entitlement: 1.Vesting Tentative Tract Map No. 4637 (Major Modificabon No. 1) 2. Residential
Planned Development Permit No. 89-4 (Major Modification No.1) 3. Zone Change 93 -3
Applicant: Urban West Communities
Request: The applicant is requesting approval of Vesting Tentative Tract Map No. 4637 (Major
Modification No. 1), Residential Planned Development Permit No. 89 -4 (Major Modification No. 1)
and Zone Change 93-3 as follows:
Major Modification No. 1 to Residential Planned Development Permit No. 4637 is for the approval
of 162 Traditions II multi- family residential dwelling units and 107 Patio Homes for a total of 269
dwelling units on 22.02 acres.
Zone Change No. 93 -3 is for a Zone Change from RPD 13.28u (Residential Planned Development
13.28 units per acre) to RPD 12.21 u to conform with the revised density for the proposed project.
Location: The project is located south of Mountain Trail Street between Mountain Meadow Drive
and Cedar Spring Street in the City of Moorpark. The Assessor's Parcel Number is 505 -0- 153 -04.
Staff Recommendation: Approve with recommended conditions.
Senior Planner, Paul Porter presented the staff report. Reference: Staff Report dated April 28,
1994.
The Commission motioned to approve the receipt of a letter from the applicant dated May 23,
1994.
PUBLIC HEARING OPENED AT 8:15 P.M.
Commissioner May opened the public hearing by asking the Director to clarify the applicant's
concerns in the letter dated May 23, 1994. The Director did address the applicant's concerns and
later said that the Commission needed to look at this project in the same way as if it were multi-
family housing. That although the applicant's proposal was single - family housing, the proposal
was very much like mufti- family housing (i.e., zero lot line, smaller setbacks - like
townhouses /condos).
The Planning Commission received testimony from three adjacent property owners that opposed
the development. These property owners were concerned with the additional traffic, the need for
a bus stop location, a crossing guard, the overflow vehicles parking on their streets, and renters
occupying these homes, and light glare onto their homes from cars exiting the project.
PUBLIC HEARING CLOSED AT 9:42 P.M.
The Commission concluded their discussion with a 2:1 vote (Chairman Wesner voting No) to have
staff work with the applicant to redesign the project to address the concerns expressed by the

adjacent property owners, and the Commission who thought that the project was too dense and
not compatible with the existing residential area.
10. DISCUSSION /ACTION ITEMS
a. Appeal No 94.2 to Commercial Planned Development Permit No. 92.1 Minor Modification No 1
A( RCO) Consider an appeal to move the location of the building ten (10) feet to the north.
Location: The southwest corner of the intersection of Moorpark/Los Angeles Avenues.
Staff Recommendation: Uphold the Director of Community Development's decision to deny the
modification to the location of the building.
By a 3:0 vote the Commission took action to uphold the Director's recommendation.
b. Draft Growth Management Ordinance
There was a verbal presentation by the Director of Community Development.
Staff Recommendation: No action required.
The Director provided a verbal report on the Growth Management Ordinance. He said that the
final draft of the proposed ordinance among other issues sets the allocations at 250 dwelling units
per year. Also, that it was very similar to the existing growth ordinance (Measure F).
11. ANNOUNCEMENTS /FUTURE AGENDA ITEMS
The Director provided a status report on the City owned property known as the Giesler /Mcleod
property. He said that it was more likely now than ever that Albertson's market would soon file their
application to develop in Moorpark.
12. ADJOURNMENT
The meeting adjourned at 10:30 p.m.
