PLEDGE OF ALLEGIANCE Chairman Wegner led the Commission M the pledge of allegiance. 3. ROLL CALL Planning Commissioners Wagner, Torres, Miller, May, and Martens were present Other staff members attending Included the Director of Community Development, Jim Agullera, Dirk Lovett, Assistant City Engineer, and Administrative Secretary, Celia LaFleur. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS None. 5. REORDERING OF THE AGENDA There were no Items on the agenda that were reordered. 6. A proposed redesign of Entitlement: Vesting Tentative Trod Map No. 4837 (Major Modification No. 1) Residential Planned Development Permit No. 894 (Major Modification No.1) Zone Change 933, Applicant: Urban West Communities; Request The applicant Is requesting approval of Vesting Tentative Tract Map No. 4637 (Major Modification No. 1), Residential Planned Development Permit No. 89-4 (Major Modification No. 1) and Zone Change 933 as follows: Major Modification No.1 to Residential Planned Development Permit No. 4637 Is for approval of 162 Traditions 11 multifamily residential dwelling units and 107 Patio Homes for a total of 269 dwelling units on 22.02 acres. Zone Change No. 933 Is for a Zone Change from RPD 1328u (Residential Planned Development 1328 units per acre) to RPD 1221 u to conform with the revised density for the proposed project. Location: The project Is located south of Mountain Trail Street between Mountain Meadow Drive and Cedar Spring Street in the City of Moorpark. The Assessor's Parcel Number Is 505-0- 153 -04. Staff Recommendation: Open the public hearing; dose the public hearing; direct staff as deemed appropriate. The applicants redesign proposed a trellis/archway feature that attached the dwellings (structure) to each other. There was one speaker, Mr. Marlett who commented on the recent developer/homeowner meetings that were held previous to the public hearing. He commended the applicant on their willingness to work with the residents who were concerned about the proposed development. Mr. Made# stated that he and his neighbors remained very much concerned with the product proposed in relation to: k. density 1. 15 foot x 15 foot rear yard 1. limited parking Iv. no handicap parking near the tot lots at Bekcourt v. sidewalk only on one side of the street vi. a trslllslarchway feature that attached the dwelling units to each other The Commission expressed the same concerns as Mr. Marled The Commission was very much concerned with the density and visual impact of the project. The public hearing dosed at 6:15 p.m. The Planning Commission adopted a resolution which denied Vesting Tentative Tract Map 4837 Major Modification No. 1. The resolution was adopted by a 32 voles vote (Commissioners Wasner and Martens voting NO).
