CALL TO ORDER
Chairman Wesner called the meeting to order at 7:09 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Martens led the pledge of allegiance.
3. ROLL CALL
All Commissioner's were present The staff attending included the Director of Community
Development, Jim Aguilera, Administrative Secretary, Celia LaFleur, Senior Planner, Paul
Porter, Associate Planner, Kathleen Mallory, City Engineer, Charles Abbott, and Assistant
City Engineer, Dirk Lovette.

6. APPROVAL OF MINUTES
Commissioner Wesner moved and Commissioner Torres seconded a motion to approve the
minutes of July 25, 1994. The motion was passed by a majority voice vote.

9. PUBLIC HEARINGS
a.
of Moorpark. Location, the incorporated area of the City of Moorparkca City
The Hillside Grading Ordinance staff report (dated August 2, 1994) was presented by
Senior Planner, Paul Porter. Mr. Porter along with his report to the Commission provided
overhead projected photographs that identified examples of slopes within
areas identified ranged from 2.2% to 46.66%. the City. Slope
The Commissions' overall concem was 1) that the Plan be very specific in identifying land
forms, prominent land area/viewssheds and Valley Floor be specifically identified.
PUBLIC HEARING OPENED AT 7:40 p.m.
The public hearing opened at 7:40 p.m.. Eloise Brown was the only public speaker. Ms.
Brown identified the Valley Floor area being Hwy 118 and New Los Angeles Avenue, She
also mentioned that the staff might benefit from using the City s topo map created for the
City prior to the Mountain Meadows development.
At this point in the hearing, the Commission by general consensus approved staffs
recommendation to continue the public hearing to August 22, 1994.

Applicant: City of Moorpark Loation, the incorporated area of the City of
Moorpark.
The Mixed Use Development staff report (dated August I, 1994) was presented by Associate
Planner, Kathleen Mallory.
The Commissioner wanted to know which staff member was assigned to the planning effort for
the Downtown area. The Director said that currently Ms. Mallory was world ng with most issues
If the Downtown area. He also mentioned that the Downtown are

The public hearing closed at 8:10 p.m.
The Commission concurred with staff recommendation, and directed staff to prepare a resolution
recommending to Council that:
a. Allow restaurants to locate in M -1 and M -2 zones and to grant occupancy by a
Minor Modification to the permit, where an existing permit is on file for the subject
site;
b. Allow restaurants to locate in M -1 and M -2 zones by an Industrial Planned
Development permit to be considered by the Planning Commission (consistent with
Resolution No.88 -523;
C. Allow Laundry Service - Heavy - to be located in the M -2 zone, where no building
presently exists, by an Industrial Planned Development permit;
d. That the City Council consider the creation of an overlay zone within the
downtown in order to allow mixed use development, as part of a comprehensive
plan for downtown improvement and economic development.
