SUBJECT: PLANNING COMMISSION ACTIONS OF SEPTEMBER 12, 1994
1. CALL TO ORDER
Chairman Wesner called the meeting to order at 7:08 p.m.
2. PLEDGE OF ALLEGIANCE
Chairman Wesner led the pledge of allegiance.
3. ROLL CALL
Commissioner Torres was absent, all other Commissioner's were present. Staff attending
the meeting included the Director of Community Development, Jim Aguilera,
Administrative Secretary, Celia LaFleur, Senior Planner, Paul Porter, Assistant City
Engineer, Dirk Lovett.
4. PROCLAMATIONS COMMENDATIONS AND SPECIAL PRESENTATIONS
None.

6. APPROVAL OF MINUTES
Commissioner Miller moved an Commissioner Martens seconded the motion to approve
the minutes of August 8, 1994. The motion passed with a 4:0 voice vote.

8. CONSENT CALENDAR
RESOLUTION NO. PC -94 -292
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL OF MIXED USE
ZONING AND THE ALLOWANCE OF DRAY CLEANING FACILITIES AND
RESTAURANTS IN INDUSTRIAL ZONES.
The Commission and staff discussed the intent of the resolution and concluded to approve
and forward the resolution to the City Council for review. The Commission an staff
recognized that due to budget constraints for this fiscal year, the Council would determine
the priority of staff working on the Downtown Plan and Administration which this
resolution was partly created for.
9. PUBLIC HEARINGS
a. Consider an Ordinance of the City of Moorpark that would add Article 16 to
Chapter 1 on the Moorpark Municipal Code Establishing -Standards and
Procedures for Development of Hillside Areas Within the City of Moorpark.
Applicant: City of Moorpark; Location: Incorporated Area of the City of
Moorpark. Staff Recommendation: Direct Staff as Deemed Appropriate.

Senior Planner, Paul Porter gave his presentation of the Hillside Ordinance.
Reference: Staff Report dated September 2, 1994. Mr. Porter began the
presentation by identifying ten separate areas from which staff photographed City
ridgelines. The ridgelines viewed were from Los Angeles Avenue at the following
locations.
North and south of the Arroyo Simi Bridge
North of Wendy's Restaurant
North at Spring Road Bridge
North at Millard Street
North at Moorpark Avenue
North at Liberty Bell Road

North at Shasta Road
North at Maureen Lane
North at Tierra Rejada Road
North at the City limits
There were two public speakers (Pete Peters and Jim Hartley). Mr. Peters was
concerned about the effects of clustering and what staff presented as the viewshed.
Mr. Peters identified the majority County ridgelines that were adjacent to the City.
He suggested that Broadway be the boundary in determine the City's ridgelines.
Mr. Hartley's comments suggested that the Planning Commission forward the
Hillside Ordinance to the Council for their review and input from developers.
The Commission asked why the Director was being given the authority to modify
or implement the ordinance, that perhaps the ordinance be more specific in it's
requirements. The Director said that the ordinance needed to be flexible regarding
filing requirements.
Most of the discussion centered around identifying the viewshed and whether the
General Plan land use forms designation needed to be modified to include specific
ridgelines. The Commission decided that the viewshed was to be protected as seen
from SRI 18, from the City limits (west) to SR23, from SR23 along the railroad
tracks to Princeton Avenue, and the SR 118 Princeton Avenue east to the
Citylimits.

Review of Standard Development Conditions for Tentative Parcel/Tract Maps
This item was continued to the Planning Commission's next regularly scheduled meeting.
