CALL TO ORDER Chairman Wesner called the meeting to order at 7:08 p.m. 2. PLEDGE OF ALLEGIANCE Chairman Wesner led the pledge. 3. ROLL CALL All Commissioner's attended the meeting. Staff attending included the Director of Community Development, Assistant City Engineer, Dirk Lovett, and Administrative Secretary, Celia LaFleur. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS None 5. REORDERING OF THE AGENDA No agenda items reordered. 6. APPROVAL OF MINUTES The Commission approved the minutes of September 26, 1994. 7. PUBLIC COMMENTS None 8. CONSENT CALENDAR a. Resolution No. PC -94 -293 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA MAKING A RECOMMENDATION TO THE CITY COUNCIL PERTAINING TO PROPOSED CHANGES TO THE CITY'S ZONING ORDINANCE - ESTABLISHING STANDARDS AND PROCEDURES FOR DEVELOPMENT OF HILLSIDE AREAS WITHIN THE CITY OF MOORPARK City of Moorpark, 799 Moorpark Avenue, Moorpark, CA 93021 (805) 529 -6864, Extension 228 PC941010.ACT Steven Kueny, City Manager October 12, 1994 Paae 2 The Commission approved Resolution No. PC -94 -293. 9. PUBLIC HEARINGS There were no public hearings. 10. DISCUSSION ITEMS The Director reported on the status of the items listed below. Crossina Guard(s) in Mountain Meadows The Director reported that Urban West Communities had previously paid the fee required by the conditions of approval for the tract. City Goals & Objectives FY93/94 The Commission concurred to continue this item to their next regular meeting. Traffic Issues at Peach Hill Commissioner Miller stated that he was concerned about traffic at Peach Hill \Spring Road and Los Angeles Avenue at Spring Road. He said that these intersections were heavily traveled, and was concerned about the additional traffic from the Carlsberg Specific Plan project. The Director said that Carlsberg is required to build Science Drive, and will be used as an access to the north and south to alleviate traffic congestion on Spring Road. The Commission also voiced their complaint that the school district caused this new traffic congestion and did nothing to mitigate the problem. FY93/94 Community Development Department Staffin The Director reported on the FY93/94 Budget and the personnel deletions made to the Community Development Department. Mail Marketina - Status Mail Marketing expects to occupy their building on October 28, 1994. City/County Proposed Golf Courses The Director provided information on the Messenger, Bollinger, and Happy Camp golf courses proposed. Mr. Aguilera reported that the City Council was concerned with the short response period on the Happy Camp Golf Course proposal. That the County had received only one proposal from Mr. Mahan. Also, that the access to the Happy Camp Golf Course would not be at Campus Park Drive. Mr. Eddie Bergfield commented on the Bollinger and County Golf Course proposals. He said that he was concerned about traffic, and clustering. City of Moorpark, 799 Moorpark Avenue, Moorpark, CA 93021 (805) 529 -6864, Extension 228 PC941010.ACT Steven Kueny, City Manager October 12, 1994 Mission Bell - Proposal Ventura Pacific Capital Group's proposed major modification for a 6 -8 Cineplex theater, and Albertson's market was approved by the City Council on October 5, 1994. The Disposition and Development Agreement with the Redevelopment Agency is still pending approval. Mountain Meadows Commercial Site - Status The Director informed the Commission that the commercial property formerly known as the Ralph's market site was recently purchased by a major market chain. The City has not yet received an application, but expects the new owners to file in the near future. Sprina Road Bridge City Council selected the firm of Dwight, French and Associates to design the improvements. It is expected that the process will take approximately nine months to complete. Specific Plans - Status Specific Plan No. 2, - the JBR property has not filed and is now for sale. Specific Plan No. 10, the Schleve property has not filed, and is looking for buyers. Specific Plan No. 9, Moorpark Unified School District has not filed, but a developer is interested in purchasing the property. Specific Plan No. 1, Levy Property, is currently processing their application and has yet to submit their proposal to the City. Specific Plan No. 8, Hidden Creek Ranch, is within four to eight weeks of having an administrative Draft EIR and Specific Plan. 11. ANNOUNCEMENTS or FUTURE AGENDA ITEMS Commissioner Miller inquired about the Mountain Meadows TR -4637 proposal. The Director said that the project is currently being redsigned and expects that it will go back to the City Council by the end of November. 12.
