CALL TO ORDER Chairman Torres called the meeting to order at 7:12 p.m. 2. PLEDGE OF ALLEGIANCE The pledge was led by Commissioner Miller. 3. ROLL CALL Commissioner Tina May was absent, all other Commissioners were present. Staff attending included Jim Aguilera, Director of Community Development, Paul Porter, Senior Planner, Dirk Lovette, Assistant City Engineer, and Celia LaFleur, Administrative Secretary. 4. APPROVAL OF MINUTES MOTION: Commissioner Miller moved and Commissioner Acosta seconded a motion to approve the Planning Commission minutes of June 26, 1995 Planning (Planning Commission meeting of July 10, 1995 was canceled). The motion passed with a 4:0 (Commissioner May absent)voice vote. 7. PUBLIC COMMENTS None 8. CONSENT CALENDAR A. Resolution No. PC -95 -307 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA RECOMMENDING TO THE CITY COUNCIL CHANGES TO SECTION 17.20.060 (PERMITTED USES IN COMMERCIAL AND INDUSTRIAL ZONES) OF THE MOORPARK MUNICIPAL CODE - CITY OF MOORPARK ZONING ORDINANCE TO ALLOW AN AUTOMOBILE SERVICE STATION IN THE M -1 AND M -2 ZONES. MOTION: Chairman Torres moved and Commissioner Martens seconded a motion to approve Resolution No. PC -95 -307 as submitted. The motion passed with a 4:0 (Commissioner May absent)voice vote. 9. PUBLIC HEARINGS A. Entitlement: Conditional Use Permit No. 95 -1 Applicant: Cellular One Proposal: The applicant is requesting approval of a Conditional Use Permit to construct a City of Moorpark, 799 Moorpark Avenue, Moorpark, Califomia (805) 529 -6864, Extension 228 950724.ACT Steven Kueny, City Manager Planning Commission Actions of July 24, 1995 Paqe 3 cellular site at the College Water Tank Reservoir Facility #2. Location: The eastern portion of the City of Moorpark, east of Moorpark College. The subject parcel is Assessor Parcel Number 500 -0- 280 -400. Recommendation: Staff recommends that the Planning Commission approve the Conditional Use Permit No. 95.1, and that staff be instructed to prepared a resolution of approval for the Planning Commission's consideration on August 14, 1995. Senior Planner, Paul Porter presented the staff report. Reference: Staff Report dated July 24, 1995. Public Hearing Opened at 7 :23 p.m. Testimony received from the following. Clark Harris, 27 E. De La Guerra, Santa Barbara, California 93101. Mr. Harris, Cellular One representative presented the Commission and staff with a visual presentation of the Cellular One entitlement request. He described the existing setting as a hilltop 1.304 acre parcel which will be leased through Ventura County Water Works District No. 1. (College Water Tank Reservoir Facility #2) . Mr. Harris went on to describe the proposal to provide a communications facility of a prefabricated radio equipment shelter, and a 60 foot high galvanized steel antenna support pole, along with a equipment shelter which will accompany the pole antenna. The project proposes no adverse effect on air or noise quality and meets Seismic Zone 4 requirements.
