PURLI -C -CO MENT's Mr. William LaPerch addressed the Commission, he said that he was very much concern with the fact that public comments received for the Bollinger development had been in opposition to the development. He said that the public hearing was premature and was still concerned with the impacts the projedt would have. None 9. PU&LIC.HF.LRINGS (Continued from January 29, 1996) Specific Plan 8 - Messenger Development Commissioner Martens excused himself from the meeting due to a conflict of interest with Specific Plan 8. There were nine speakers. Chris Evans, addressed the Commission about the concerns with the impacts that the project might bring. He invited the applicant, concerned residents to a public form to discuss any issues of concern. The form was scheduled for February, 1:00 - 3:00 p.m., at Moorpark Presbyterian Church. Tim Kelly, addressed the Commission and said that the Commission was subject to a bais opinion. He opposed the development of Specific Plan 8. Paul Norcross, addressed the Commission, he said that he thought the Traffic Study did not address traffic circulation at Campus Park Drive (at the Happy Camp Park entrance). He talked about the developer donating land to develop a college swin stadium. Roseanne Mikos, addressed the Commission, she talked about land dealings regarding the Specific Plan 8 property and the County of Ventura. She mentioned that the 6,000 acres the developer is proposing as Open Space was really equal to only 1,800 acres, as the Happy Camp Park is not deeded to Specific Plan 8 and is not part of the Open Space designation. Gary Lowenberg, addressed the Commission, he said he was concern with the increase in population, limited resources, access. He suggested that Spring Road be the main access to provide shop in Moorpark access, and not the proposed freeway access to Simi Valley. Karen Bill, addressed the Commission, she said that Happy Camp Park may not be the Yosemite of Moorpark, but a wildlife beautiful and useful park for the residents. She also was concerned about the impacts. Gary Austin, the applicant addressed the Commission. He talked about the school districts interest in developing swim stadium that could be used by the high school site and the college. 10. DISCUSSION ITEMS The Director informed the Commission of the upcoming League of California Cities Conference. None 12.
