1. CALL TO ORDER:
CHAIRMAN DICECCO CALLED THE MEETING TO ORDER AT 7:20 P.M.
2. PLEDGE OF ALLEGIANCE:
COMMISSIONER LANDIS LED THE PLEDGE OF ALLEGIANCE TO THE
FLAG.
3. ROLL CALL:
COMMISSIONER OTTO WAS ASSENT AND COMMISSIONERS DICECCO,
PARVIN, HALLER AND LANDIS WERE PRESENT AT THE MEETING. STAFF
ATTENDING THE MEETING INCLUDED WAYNE LOFTUS, ACTING DIRECTOR
OF COMMUNITY DEVELOPMENT, PAUL PORTER, PRINCIPAL PLANNER, DIRK
LOVETT, ASSISTANT CITY ENGINEER, AND CELIA LAFLEUR,
ADMINISTRATIVE SECRETARY.
Any member of the public may address the Planning Commission during the
Public Comments portion of the Agenda, unless it is a Public Hearing or
a Presentation /Action /Discussion item. Speakers who wish to address the
Planning Commission concerning a Public Hearing or Presentations /Action/
Discussion item must do so during the Public Hearing or Presentations/
Action /Discussion portion of the Agenda for that item. Speaker cards must
be received by the Secretary for Public Comment before the beginning of
the first item of the Presentation /Action /Discussion portion of the
Agenda. Speaker Cards for a Public Hearing must be received before the
beginning of the Public Hearing. A limitation of three minutes shall be
imposed upon each Public Comment and Presentation /Action /Discussion item
speaker. Written Statement Cards may be submitted in lieu of speaking
orally for open Public Hearings and Presentation /Action /Discussion items.
Copies of each item of business on the agenda are on file in the office
of the Community Development Director and are available for public
review. Any questions concerning any agenda item may be directed to the
Community Development Department Administrative Secretary at
805.529.6864, extension 228.

MOTION: COMMISSIONER PARVIN MOVED AND COMMISSIONER HALLER
SECONDED A MOTION TO APPROVE THE MINUTES OF MAY 10, 1999, WITH
REVISION TO ADD PAGE 3, B.a.2 (. . . WHEN DEEMED APPROPRIATE).
A UNANIMOUS VOICE VOTE APPROVED THE MOTION.
7. PUBLIC COMMENTS:
NONE
8. PUBLIC HEARINGS:
A. Consider Zone Change No. 99 -2, Residential Planned
Development Permit No. 99 -3 and Tentative Tract Map No.
5201 (Peach Hill, LLC). Staff Recommendation: 1) Open the
public hearing, accept testimony, and close the public
hearing; 2) Consider the Negative Declaration prepared
for the requested entitlements prior to making a
recommendation to the City Council; 3) Adopt Resolution
No. recommending to the City Council approval of Zone
Change No. 99 -2, Residential Planned Development Permit
No. 99 -3 and Tentative Tract Map No. 5201.
MOTION: COMMISSIONER HALLER MOVED AND COMMISSIONER PARVIN
SECONDED A MOTION TO APPROVE RESOLUTION NO. PC -99 -370
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF ZONE CHANGE
NO.99 -2, RESIDENTIAL PLANNED DEVELOPMENT PERMIT NO. 99 -3
B. Consider Proposed Development Agreement No. 98 -6 for
Archstone Communities (Residential Planned Development
Permit No. 97 -1). Staff Recommendation: 1) Open the
public hearing, accept testimony, and close the public
hearing; 2) Consider the Negative Declaration prepared

for the request prior to making a recommendation to the
City Council; 3) Adopt Resolution No. — recommending to
the City Council approval of proposed Development
Agreement.
9. DISCUSSION ITEMS:
A. Consider referral of modified project from City Council
to Planning Commission on the application of Pacific
Communities for reduction in lots for Vesting Tentative
Tract Map No 5053 from 303 to 247 residential lots;
Residential Planned Development Permit No. 96 -1 for
reduction from 303 residential units to 247 units; 4)
Zone Change No. 96 -2 for a change in the zoning
designation on the property from RPD (Residential Planned
Development) 13 and 5.3 units per acre to RPD 7.1 units
per acre, on 35.23 acres on the south side of Los Angeles
Avenue in the vicinity of Maureen Lane and Goldman Avenue
(Assessor Parcel Nos.: 506 -0 -03 -135, 145, 155, 165 and
185). Staff Recommendation: Provide a recommendation to
the City Council regarding modifications to Development
Agreement No. 98 -2, Zone Change No. 96 -2, Tentative Tract
Map No. 5053 and Residential Planned Development Permit
No. 96 -1.
