HomeMy WebLinkAboutMIN 1983 0718 PC REGMoorpark California July 18, 1983 The Moorpark Planning Commission met at 7:00 p g p.m., on July 18, 1983, in the Moorpark City Hall, 799 Moorpark Avenue, Moorpark, having been adjourned to said time and place from its meeting of July 12, 1983. PRESENT: Commissioners Miller, Prieto, Schleve, Weak and Chairperson Hartley; ABSENT: None. Also present were Niall Fritz, City Manager /Director of Community Development, and Doris D. Bankus, Acting City Clerk. It was moved by Commissioner Miller, seconded by Commissioner Weak and unanimously carried that this meeting be considered a study session during which the Commission will review, on a general basis, each of the Residential Planned Developments which fall under the provisions of Ordinance No. 4, and identify any concerns the Commissioners may have. The following Residential Planned Development projects were then described in general detail by the City Manager /Community Development Director: (10) PD -940/ U.S. Condominium Campus Park TR -3583 (11) PD -857/ U.S. Condominium Campus Park TR -3070 -1- Entitlement Applicant Location (� (1) PD- 859 / Marlborough Moorpark Road/ TR -3096 Peach Hill (2) PD -781/ Barratt Peach Hill TR -2451 (3) PD -918/ Urban West Peach Hill TR -3274 (Planned Community #3) (4) PD -969/ Urban West Peach Hill (P.C. #3) TR -3855 Communities (5) PD -970/ Urban West Peach Hill (P.C. #3) TR -3864 Communities (6) PD -903/ Griffin Homes Campus Park TR -2851 (7) PD -965 Mormon Church Campus Park (8) PD -963/ Griffin Homes Los Angeles Avenue TR -3841 (9) PD -851/ Pardee and Pacifica Peach Hill TR -2865 (10) PD -940/ U.S. Condominium Campus Park TR -3583 (11) PD -857/ U.S. Condominium Campus Park TR -3070 -1- Moorpark California July 18, 1983 The City Manager /Director of Community Development, at the request of the Commission,then reviewed the following four Residential Planned Development projects which did not appear on the agenda because the time of their development is not as critical as the 11 previously reviewed RPD's, but which do fall within the purview of Ordinance No. 4: (12) PD -941 W.W.H. Properties (13) PD -935 Meyers (14) PD -948 Carlsburg (15) PD -939 STG Development Then followed a general discussion by the members of the Commission and the City Manager /Director of Community Development, with concern expressed on the following subjects: Parksite development and maintenance, enforcement of property maintenance, dedication of school sites and building of schools, traffic impact and control, undergrounding of utilities, density bonus under Roos bill and low cost housing in general, erosion control, composition roofs, location of new fire stations, additional Sheriff's patrol, solar stub -outs and engineering for water - saving devices, improvement (amendment) of the General Plan, access roads in and out of the Peach Hill area, house - numbering on curbs, opening of Christian Barrett Road, landscape maintenance assessment districts, time extention of RPD's, possible modification to provide increases in donations by developers for certain projects. The Commissioners also discussed the possibility and desirability of the City's imposing a moderate development fee to be reserved for future development and construction of a municipal center. At 8:40 p.m. the Chairperson declared a recess. The meeting reconvened at 8:58, with all Commissioners present. The Commissioners then considered each Residential Planned Development project separately in order to provide opportunity for expression of Commission concerns and to receive input from members of the public who might wish to speak, as follows: (1) PD -859 - Marlborough Commission concerns: Maintenance of landscaping and parks. Public comments: None. (2) PD -781 - Barrett Commission concerns: None. Public comment: Joe Cipriano, 23632 Calabasas Road, Los Angeles, for Barrett Corporation. Present to answer questions. -2- S(3) PD -918 - Urban West Communities (4) PD -969 - Urban West Communities ((5 PD -970 - Urban West Communities Commission concerns Public comment:: (6) PD -903 - Griffin Homes Moorpark California July 18, 1983 Schedule for construction of fire station, maintenance of landscaping and parks, traffic impact during and after construction of developments. Urban McClellan, of Urban West Com- munities, present to answer questions. Gerald Goldstein, 11932 Los Angeles Avenue, Moorpark Concerned with traffic impact. Commission Concerns: Landscaping maintenance district for the project. Public comment: Rick Niec, of Griffin Homes, 19436 Ventura Blvd. Tarzana, CA Present to answer questions and offered to work with City Manager/ Director of Community Development to resolve issues. (7) PD -965 - Mormon Church Commission concerns: Public Comment: (8) PD -963 - Griffin Homes Commission concerns: Public comments: (9) PD -851 - Pacifica & Pardee None. None. Maintenance of the park and painted numbers on the curb. Rick Niec, of Griffin Homes present to answer questions. Commission concerns: Lack of homeowners associations. Also concerns re: the deposit by developer into Quimby Fund in lieu of park maintenance, which funds will be trans- ferred by the County to the City; how- ever developer will improve the park and maintain it for one year rather than two years as previously conditioned, but negotiated to one year. Concerns expressed over existence of earthquake fault running under some of the homes; drains in the area; traffic impact; up- keep of interior slopes; roofing materials; -3- Moorpark California July 18, 1983 (9) PD -851 continued the request of the developer to split the PD, since there are now two owners. Public comments: Jon Hedberg, of Pacifica Corp; and Leonard Frank and Russell Ofria, both of Pardee Construction Co. Present to answer questions. (10) PD -940 - U.S. Condominium Commission concerns: None. Public Comments: Phil Vein, U.S. Condominium Corporation. Present to answer questions. (11) PD -857 - U.S. Condominium Commission concerns: Traffic overload on Princeton Road;and completion of conditions in Phases 3, 4 and 5 of PD. Public comments: Phil Vein, U.S. Condominium Corporation. Present to answer questions.
