HomeMy WebLinkAboutMIN 1983 0809 PC REGMoorpark California August 9, 1983 The regular meeting of the Moorpark Planning Commission was called to order at 7:15 p.m. with all members present. Item 4 PUBLIC COMMENTS There were no members of the public who wished to address the Commission. Item 5A PD -928 - CALIFORNIA COMMUNITY BUILDERS Present to answer questions on behalf of the applicant was: Bill Fruehling, 233 Wilshire Blvd., Santa Monica Mr. Fruehling gave a presentation discussing the project and housing design, the costs anticipated, and answered some of the Commission's questions. Members of the public testifying on this matter were: Alan W. Mather; 13005 E. Cloverdale Street, Moorpark John Flynn, 2828 Cochran #345, Simi Valley Commission's concerns included: -- access for construction through Urban West Communities -- enforcment of new energy conservation requirements -- fencing -- bike paths -- display of house numbers on the curb -- adding single -key dead bolts to all exterior doors -- requiring garage door openers After some discussion it was moved by Commissioner Miller and seconded by Commissioner Prieto that the Commission recommend certification of the Environmental Impact Report and approve the permit with the following additional conditions: -- That the plot plan be modified so that no two story dweliing unit be adjacent to the rear with a single story dwelling unit within the project to the south, (Citation Homes) -- That, in conjunction with the completion of improvements to Peach Hill Road, a bicycle lane will be striped within the roadway. -- That construction access to the project site shall be from the West through Planned Community No. 3 failing concurrence for access from the adjacent property owner, heavy truck traffic on Peach Hill Road shall be limited in hours of operation shall be determined by the Director of Community Development, upon consultation with the applicant and the Moorpark Unified School District, in order to minimize conflicts between school buses and construction traffic. Which motion passed unanimously. page 2 Item 5B PD -963 (GRIFFIN HOMES) REVIEW-OF CC&R's Available to present the case and answer questions for the applicant was: Jackie Sweet, 19436 Ventura Blvd, Tarzana It was moved.by Commissioner Schleve and seconded by Commissioner Weak that the CC&R's be amended as proposed and approved, which motion carried unanimously. Item 5C PD -963 (GRIFFIN HOMES) REVIEW OF CONCEPTUAL IMPROVEMENT It was unanimously decided by the Commission to approve the plan subject to a review by the Recreation and Parks Commission and that in the future, street scape improvement plans should be reviewed by the Recreation and Parks Commission There being no further business, the Commission adjourned their meeting at 9 :50 p.m. APPROVED: i Chairman Respectfully submitted, Secretary
