PLANNING COMMISSION
MEETING OF SEPTEMBER 27, 1983
1. Chairman Hartley called the meeting to order at 7:00 p. m.
2. Roll call: All Commissioners present except Commissioner Weak,
who was excused.
Also present: Niall Fritz, City Manager /Director of Community Develop-
ment, and Secretary o Commission
Doris D. Bankus, City Clerk
Sgt. Paige, County Sheriff's Department
3. Pledge of Allegiance led by Bill Mitchell
4. Approval of Minutes: July 12 and 18, and August 23, 1983,
approved as recorded
5. DP -390 (Litton Industries, Inc.) - Review of Colors and Materials and
A -eview o Conceptual Landscape Plan.
Presentation of project made by following individuals:
Jack Vukovitz, Litton Industries, Beverly Hills, California
George Moore, 21 S. California Street, Ventura, California
Landscape Architect
Lance Wedgaertner and Ted Maslin, of Litton Industries,
were also present, but did not participate in the
presentation
Moved by Commissioner Miller, seconded by Commissioner Prieto
and unanimously carried to accept the Conceptual Landscape Plan
as presented, with the condition that should there by any modifications
during its technical review, it would be returned to the Commission
for review and approval.
6. PD -903 (Griffin Homes) -- Review of :Landscaping and Fencing Plans
Hearing opened and presentation made by Jackie Sweet, of Griffin Homes,
and Richard Campbell, Landscape Architect for Griffin Homes.
Sgt. Paige, of Sheriff's Department, made comments in regard to
fencing materials and height, after which the hear ing was closed.
Moved by Commissioner Schleve, seconded by Commissioner Prieto
and unanimously carried that the applicant work with the Sheriff's
Department to alleviate expressed concerns, present a revised land-
scape elevation to indicate what is shown on the working drawings, and
re- submit for final approval.
Chairman Hartley declared a recess, the time being 8:15 p. m. Meeting was
reconvened at 8:30 p. m., with all Commissioners present, with the exception
of Commissioner Weak, who was excused.

7. Adoption of General Plan -- Land Use Element and Circulation
E ement and Amenchnents.
The City Clerk presented affidavit of posting and affidavits of pub-
lication of notice of this hearing; affidavits received and filed.
Brief status summary by Niall Fritz, City Manager /Director of
Community Development.
7. A. Land Use Element
Ron Vogelbaum, representing the County Planning Department, gave
a detailed overview of the Land Use Element. Hearing was opened.
Public testimony as follows:
Mrs. Mildred LaPerch, 7200 Walnut Canyon Road; requested
rezoning of certain real property: Assessors's Parcel
570 - 270 -115.
Elaine Freeman, Griffin Homes; unsure of procedure; thought
this was for discussion only; concerned with future
amendment.
Mike Brown, 318 Cornett, Moorpark; concerned about density.
The City Manager explained that he was recommending that the
Land Use Element of the General Plan be approved and recommended
to the City Council for adoption, with the request that the Council
return the Element to the Planning Commission for fine tuning.
George Muna, 575 Kenwood, Thousand Oaks; concerned with
density; filed copy of traffic noise analysis dated
9 -27 -83 re property at New Los Angeles Avenue and
Moorpark Avenue.
Ed Lassick, 1246 Kirkford Way, Westlake Village; discussed
zoning along Los Angeles Avenue.
Moved by Commissioner Schleve, seconded by Commissioner Prieto
and unanimously carried to close public: hearing.
Moved by Commissioner Schleve and seconded by Commissioner
Prieto to waive further reading of and adopt Resolution No. PC -83 -3,
entitled:
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF MOORPARK APPROVING AND RECOMMENDING
TO THE CITY COUNCIL THAT THE MOORPARK
COMMUNITY PLAN BE ADOPTED AS THE LAND USE
ELEMENT OF THE GENERAL, PLAN.

On roll call said motion failed to carry by the following vote:
AYES: Commissioners Schleve and Prieto;
NOES: Commissioner Miller and Chairman Hartley;
Moved by Commissioner Miller that the decision re the Land Use
Element be deferred to the next meeting of the Commission, which
motion lost for lack of a second.
After discussion, it was moved by Commissioner Schleve, seconded
by Commissioner Miller and unanimously carried to continue the
matter until the next meeting of the Commission.
7. B. Circulation Element and Amendments
Ron Vogelbaum, of the County Planning Department, gave a detailed
overview of the Circulation Element and Amendments.
Public Testimony as follows:
E. R. Peters, 7155 Walnut Canyon Road; concerned with
northerly extension of Highway #23 from High Street
to Walnut Canyon Road.
Bill Mitchell, 6440 N. Berkeley, Moorpark; attending hearing
as member of Citizens Traffic Advisory Committee,
merely for information.
W. J. LaPerch, 7200 Walnut Canyon Road, Moorpark; concerned
with northerly extension of Highway 423 from High Street
to Walnut Canyon Road; spoke against Circulation Element
as presented, and filed and distributed written position
paper on subject.
Elaine Freeman, Griffin Homes; asked questions concerning
College View Avenue.
The City Manager /Director of Community Development stated that the
Circulation Element needs a lot of work and that one of the most important
points is to emphasize the undesirability of having Highway #23 go through
the community; that this is a matter of high priority to the community and
Caltrans should be put on notice. He stressed that this is a general plan
and does not fix a precise alignment; announced recent meeting with
Caltrans regarding the deletion of High Street from #118 and redesignation
of portion of Moorpark Road as part of #118.
Moved by Commissioner Miller, seconded by Commissioner Schleve and
unanimously carried to close the public hearing.
Moved by Commissioner Miller, seconded by Commissioner Prieto and
unanimously carried to continue the matter until the next regular meeting.
Moved by Commissioner Miller, seconded by Commissioner Prieto and unanimously
carried to adjourn, the time being 11:07 p. m.
