PLANNING COMMISSION
MEETING OF OCTOBER 11, 1983

I. Chairman Hartley called the meeting to order at 7:15 p, m.
2. Pledge of Allegiance led by Commissioner Prieto.
3. Roll call: All Commissioners present
Also present: Niall Fritz, City Manager /Director of Community Develop-
ment and Secretary to Commission
Scott Field and Cheryl King, of Burke, Williams & Sorensen
Doris D. Bankus, City Clerk
Councilmember Harper
4. PD -903 (Griffin Homes) -- Review of Landscaping and Fencing Plans
Richard Campbell, Landscape Architect, displayed and described
landscape plans.. Communications received and filed as follows:
a. Dated 9 -2 -28 from St. D. C. Paige of Sheriff's Department, re
agreement reached with Griffin Homes on Project PD -903 —
concerning installation of 1" deadbolt locks on the front door
entry of each of the 73 homes in the project, thus meeting
concerns of Sheriff's Department for protection from burg-
laries via front doors.
b. Dated October 3, 1983 from Griffin Homes, requesting place-
ment on agenda for this meeting and transmitting copy of com-
munication from Sgt. Paige as described above.
Moved by Commissioner Miller, seconded by Commissioner Prieto that
the landscape and fencing plans of PD -903 (Griffin Homes) be approved
as presented.
5. Adoption of General Plan -- Land Use Element and Circulation Element
and Diner an Amenctnent GPA -83 -1.
5. A. Land Use Element
Moved by Commissioner Miller and seconded by Commissioner Prieto
to certify the EIR and waive further reading of and adopt Resolution No.
83 -PC -3, entitled:
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF MOORPARK APPROVING AND RECOMMENDING
TO THE CITY COUNCIL THAT THE MOORPARK COM-
MUNITY PLAN BE ADOPTED AS THE LAND USE ELEMENT
OF THE GENERAL PLAN.
and request that the amended plan be returned to the Commission
for further study, which motion carried by the following roll call vote:
AYES: Commissioners Miller, Prieto, Schleve, Weak
and Chairman Hartley;
NOES: None;
ABSENT: None.

5.13. Circulation Element
Moved by Commissioner Schleve and seconded by Commissioner
Weak to certify the EIR for the amendment; waive further reading
of and adopt Resolution No. 83 -PC -4, entitled:
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF MOORPARK APPROVING AND RECOMMENDING
ADOPTION OF THE VENTURA COUNTY CIRCULATION
ELEMENT AS THE CIRCULATION ELEMENT OF THE
CITY OF MOORPARK GENERAL PLAN
and request that the amended plan be returned to the Commission
for further study.
On roll call said Resolution No. 83 -PC -4 was adopted by the
following vote:
AYES: Commissioners Schleve, Weak, Miller,
Prieto and Chairman Hartley;
NOES: None;
ABSENT: NONE.
Commission Comments and Other Items of Business
The City Manager announced that at the next meeting of the Commission
two industrial permits would be presented for review.
Concern was expressed over possibility of more stringent regulations
on video game arcades.
Item entitled "PUBLIC COMMENTS" to be placed on next agenda for
citizen input on matters not appearing on agenda.
City Manager stated that City has adopted the County's zoning ordinance;
however, County has now adopted recodification of that ordinance and
parts of the recodification do not meet the needs of Moorpark; he has been
investigating some consultant firms on time and costs involved in reviewing
County's recodification in its entirety and make it applicable to our needs.
He suggested that the public review required at that time would give the
citizenry an opportunity to express individual concerns.
Chairman Hartley requested that each Commissioner be furnished a copy
of the geological and seismic ordinances now under study by the Council.
7. Adjournment. -- Moved by Commissioner Weak, seconded by Commissioner
rrieto an unanimously carried to adjourn, the time being 7:45 p. m.
