The regular meeting of the Moorpark Planning Commission was
called to order at 7:10 p.m. with all commissioners present.
Paul Zamazanuk of the County Fire Department gave a short
presentation on the state booklet on Fire Safety Guidelines
for Development.
DP -296 Metal Bellows Corporation (continued from October 18)
The City Manager /Director of Community Development gave a report
on the additional information requested by the Commission.
Representing the applicant were the following speakers:
Jim Solheim, 20960 Knapp street, Chatsworth
Glen Gessford, 2800 28th street, Santa Monica
John Kulwiec, 330 N. Wood road, Camarillo
George Moore, 1752 Thousand Oaks Blvd, Thousand Oaks
There being no more speakers, the public hearing was closed.
After some discussion, it was moved by Commissioner Miller and
seconded by Commissioner Prieto that the DP be recommended
for approval to the City Council with two additional conditions,
these being:
1. That pre - treatment and clarification of sewage waste-
water shall be provided.
2. That the final landscaping plans shall provide for a
50% shade coverage within all parking areas.
Which motion carried by the following roll call vote:
AYES: Commissioners Miller, Prieto, Schleve and
Chairperson Hartley;
NOES: None;
ABSENT: None;
ABSTAIN: Commissioner Weak.
At this point a recess was declared, the time being 8:02 p.m.
The meeting returned to order at 8:16 p.m. with all members prestant.
DP -294 - Prudential Overall Supply Company (continued from October 18)
The City Manager /Director of Community Development gave a report
on the additional information requested by the Commission, and
discussed the possible effects on the sewer plant from the proposal.

Representing the applicant were the following speakers:
Glen Gessford - 2800 28th street, Santa Monica
Roy Swedin - 2811 Teagarden street, San Leandro
Blair Gallagher - 1661 Alton, Santa Ana
Richard W. Campbell - 31822 Village Center Road, Westlake
These being the only speakers, the public hearing was closed and
the Commission, applicant and staff bad an extensive and indepth
discussion at the end of which Commissioner Miller moved to deny
the project stating that the facility, would have too great an
impact on the treatment capacity of the sewage system. The motion
failed for lack of a second.
Commissioner Schleve than made a motion to recommend the approval
of the project with the following additional conditions:
1. That landscaping be provided along the proposed chain
link fence at the eastern property line.
2. That there be no sidewalk on Gabbert Road.
3. That the Commission recommend to the City Council that
Gabbert Road be posted for no parking on the east side
of the street adjacent to the industrial park.
4. That in conjunction with the landscaping plans for the
proposal, an overall landscaping theme on Gabbert Road
be established.
5. That no barbed wire be used in conjunction with project
fencing.
6. That the main enterance gate to the rear of the property
be wrought iron instead of chain link.
7. That County Waterworks District No. 1 review the issue
of waste water recycling in order to reduce the water
usage of the project.
8. That the Commission recommend to the City Council that
no trucks be permitted on Poindexter Avenue easterly
of the industrial area.
Commissioner Hartley passed the chair to Vice -Chair Miller in
order to second the motion. The motion failed by the following
roll call vote:
AYES: Commissioner Schleve and Chairperson Hartley;
NOES: Commissioner Prieto and Uice -Chair Miller;
ABSENT: None;
ABSTAIN: Commissioner Weak.

The matter was further discussed by the Commission and it
was decided to forward the permit to the City Council with no
recommendation.
There being no further business, the meeting was adjourned
at 10:25 p.m.
