The regular meeting of the Planning Commission of the City
of Moorpark, California, was called to order at 7:10 p.m.,
the honorable Chairman Hartley presiding.
All members were present with the exception of Commissioners
Miller and Schleve.
Item 5 - COMMISSION COMMENTS
Chairman Hartley inquired regarding the status of improvements
to the railroad crossing on Poindexter, the proposed LAFCO
Sphere of Influence for the City, and services to be obtained
from County Planning for the forthcoming fiscal year.
Item 6 - PD -980 (JANSS CORPORATION) Condition Compliance
Condition No. 10 - Review of Landscape Plans
Representing the applicant was Robert Clark, (Landscape
Architect) 1662 Hillhurst, Los Angeles, CA 90027
The revised landscape plans for the project were reviewed.
There was a discussion on the type of tree to be located
at the rear of the main buildings. The proposed tree was
a pine which, it was pointed out by Sergeant Paige of the
Sheriff's Department, may provide illegal access to the roofs
of buildings.
Following the discussion, it was moved by Commissioner Weak
to approve the landscape plans with the pines located at
the rear of the main building to be changed to another type
of tree. The motion was seconded by Commissioner Prieto and
unanimously passed.
Item 7 - RPD -999 (CENTURY HOMES)
Request to construct a 30 unit senior citizen apartment
and a "Density Bonus" increasing project density from
5 units to 30 units per acre on a 1.03 acre site.
The matter was continued to later in the meeting at the
applicant's request.
Item 8 - PD -992 (NEWHART)
Request to construct a 3,008 square foot building to
be used for the retail sale of automobile tires.
Representing the applicant were:

The Commission discussed with the applicant and staff, numerous
aspects of the proposal including:
-- screening of trash from public view
-- zero setback of the rear of the building
-- security of the structure
-- use of more wood trim on windows and doorways
-- possible extension of the tile mansard around the
rear of the building
-- need for elevations of all four sides of the building
-- color of the structure (indicated by the applicant
to be an off white /beige)
-- texture of the stucco finish
-- possibility of adding fencing with a wall and
wrought iron on the west side of the property, to
also be reviewed by the Sheriff's Department.
-- height of the service bay roll -up doors
-- use of different shaped arches over the office areas.
-- limiting of the length of time a vehicle may remain
on the parking lot.
It was moved by Commissioner Weak, the item be continued to
the next Commission meeting to resolve:
-- Sheriff's Department concerns on security
-- to look at walls on the perimeter
-- to determine how long tires will be stored on the
property
-- if there would be any effects from the project on
the residential structures to the west
-- to receive elevations on all four sides
-- to determine if the bay doors may be of a smaller size
The motion was seconded by Commissioner Prieto. Chairman
Hartley commented that the type of finish on the doors and
if the doors could be of a segmented 12 inch panel type
should also be examined. The motion passed unanimously.
Item 7 - PD -999 (continued from earlier in the evening)
The Commission reviewed the proposal and received testimony
from the following individuals:

Alma Chandler, 1285 Carmel Drive, Simi Valley, CA
Bernice Unland, (Area Housing Authority) 601 Daily, Camarillo
At the close of the public hearing the Commission dicussed
!' with sergeant Paige of the Sheriff's Department and the applicant
a number of aspects regarding the operation of the proposed
use. Following further discussion by Commissioners, it was
moved by Commissioner Prieto to continue the item to the next

meeting in order to address the following matters:
-- the applicant's request for a reduction to the
Los Angeles Ave. Area of Contribution fees
-- the use of density bonuses
-- the effect of a density bonus on the AQMP and 208 plan
-- obtain floor plans for the project
-- to have the tape of this meeting available for
Commissioners Schleve and Miller
-- to consider the use of gutters and downspouting for
the project and to receive information on how the
courtyard area will be drained.
The motion passed unanimously.
Item 9 - CUP 4225 and Z -2723 (URBAN WEST COMMUNITIES)
Request for a Zone Change from "PC" to "RPD" and the
construction of a cable television facility.
Testimony was received from Tom Zanic: (applicant) 3030 S. Bundy,
Los Angeles, California.
Upon the close of the public hearing, it was moved by Commissioner
Weak and seconded by Commissioner Prieto to recommend to the
City Council approval of the Zone Change Z -2723. The motion
was unanimously passed.
A motion was then made by Commissioner Prieto to approve
CUP -4225 subject to the requirement that the receiving dish
be lowered and with changes to Condition 15 as requested by
the applicant. Chairman Hartley relinquished the gavel to
Commissioner Weak and then seconded the motion. The motion
was approved 2 to 1 with Commissioner Weak dissenting.
There being no further items of business to come before the
Commission, the meeting was adjourned at 12:05 a.m.
