HomeMy WebLinkAboutMIN 1984 0710 PC REGJuly 10, 1984 Moorpark, CA. The regular meeting of the Planning commission was called to order at 7:06 p.m.. All members were present with the exception of Commissioner Prieto 3. APPROVAL OF MINUTES The minutes of the meeting of April 25, 1984 were approved. 4. PUBLIC COMMENTS There were no public comments. However, the newly selected City engineer and Assistant City Engineer were introduced to the Commission 5. COMMISSION COMMENTS Commissioners discussed pending absentees due to summer vacations. It was indicated that the regular meeting of August 14 may be appropriate to cancel and this item should be considered on the Commissions next agenda. 6. COMMISSION REORGANIZATION Following a discussion on this matter, it was moved by Commissioner (� Weak and seconded by Commissioner Schleve to adopt a Commissioner policy requiring reorganization of officers on a calendar basis, with the present Chairman and Vice - Chairman continuing in office until 1985. The motion was unanimously adopted. 7. RPD -999 (CENTURY HOMES) Continued from June 26, 1984 Request to construct a 30 unit senior citizen apartment and a "density bonus ", increasing project density from 5 units to 30 units to the acre on a 1.03 acre: site. 8. Z -2800 (CENTURY HOMES) Request to change the zoning on 1.03 acres from "R -1" (Single - Family Residential) to "RPD -4DU (Residential Planned Development, 4 Dwelling Units per Acre). The hearing on these two items for the same project were combined with the consent of the Commission. Staff presented the zone change as well as the information requested by the Commission on the PD Permit at the last meeting. Public testimony was received by: Gary Ewing (Century Homes - applicant. Frank Nekimken, (Ventura County Advisory Committee Area Agency on At the close of the public hearing the Commission considered a reduct- ion in the Los Angeles Avenue improvement fees to an amount equivalent to 4 dwelling units. Also considered was requiring a tile roof and increasing security lighting. It was moved by Commissioner Weak to recommend that road improvement fees be reduced to $4800.00, and that the Zone Change Z -2800 be approved. it was indicated that as part of the final design of the structure in accordance with Condition No. 5, the applicant should submit infor- mation regarding the cost of additional lighting and a rear block wall, and the requirement of a tile roof: would be considered at that time. Commissioner Miller requested an amendment to not indicate the exact reduction in the area of contribution fees, but to make such a decision at the time of final design of the building. The amendment was accepted and Commissioner Miller seconded the motion, which passed 3 - 0, with Commissioner Schleve abstaining. 9. PD -992 (ED NEWHART) - continued from June 26, 1984 Request to construct a 3,000 square foot building to be used for the retail sale of automobile tires. Testimony was received from the applicant Ed Newhart, 1431 Arcadia Street, Simi Valley. Mr. Newhart indicated that smaller doors over the bays were not feasible, and that used tires would not be stored longer than 24 hours on the premises. Commissioners Miller and Schleve expressed that the use was not compatible with future land uses on High Street. Chairman Hartley indicated that the use was acceptable with the present plans. Commissioner Schleve indicated that the building should use "mission tiles ", and that parapet arches should be added at the ends of the building, that the pilaster should be added to the front wall, and that landscaping should be extended along the east side of the property. Commissioner Weak indicated he wished to see a revised plot plan which addressed the Commissions concerns. It was moved by Commissioner Weak and seconded by Commissioner Schleve to continue the item to the Commission's meeting of July 24, 1984. 10. CUP -4220 (N.E. BAHER) Request to allow two single - family dwellings to be constructed and used for farm labor housing on two lots totaling 68 acres. Located adjacent and west of Gabbei.t Road and one -half mile northwest of Los Angeles Avenue. l"~ July 10, 1984 Moorpark, CA. 10. CUP -4220 (N.E. BAHER) CONT. Following staff presentation, testimony was received from: Hy Baher (applicant) 5979 Gabbert Road, moorpark, CA. christina Smith, 11812 Elwin Road, Moorpark, CA. Anna Bell Sessler, 6061 Gabbert Road, Moorpark, CA. Arthur Anderson, 6394 Gabbert Road, Moorpark, Ca. During the hearing, Commissioners asked questions of the applicant relating to the exact locations and the elevations of the dwelling units, whether or not they were to be modular and if the eastern units could be moved further away from Gabbert Road. A recommended condition was discussed with staff which would require the merger of the properties. At the close of the public hearing, it was moved by Commissioner Miller to continue the item to July 24, 1984, in order to have elevations and more precise plot plan available. The motion was seconded by Commissioner Schleve and unanimously adopted. 11. DP @ *% (LARGOMARSINO - MINOR MODIFICATION To correct the violation of condition No. 16 (screening roof mounted equipment) and to request approval of the addition of a propane storage tank. Moorpark Industrial Square. Following staff presentation, testimony was received from: Bruce Henderson, (applicant representative) 5360 N. Commerce Avenue, Moorpark, CA. At the close of the hearing it was moved by Commissioner Schleve and seconded by Commissioner Weak to approve the requested modifications. The motion was unanimously adopted. 12. PD -928 (CALIFORNIA COMMUNITY BUILDERS)U Review of landscaping plan. Following a discussion, information was received from the applicant: Bill Churchill, 35250 Old Conejo Road, Newbury Park, CA. It was moved by Commissioner Miller and seconded by Commissioner Weak to approve the landscape plans. The motion was unanimously adopted. 13. DP -296 9metal bellow0 Review of landscaping plans. f July 10, 1984 Moorpark, CA. 13. DP296 (METAL BELLOWS) Testimony was received from: John Muller, (architect) 330 N. Wood Road, Camarillo, Ca. Richard W. Campbell, (landscape architect) 31822 Village Center Road, #207, Westlake Village, CA. Following a discussion it was moved by Commissioner Miller to approve the landscape plans with the stipulation that the parking lot area have a 508 shade coverage. The motion was seconded by Commissioner weak and unanimously adopted. 14. LIBRARY EXPANSION Review of County Library District proposed expansion. It was moved by Commissioner Schleve and seconded by Commissioner Miller to follow the staff recommended action. 15. APPEAL NO. 2 9widmer0 Appeal of a decision to require an EIR for TR -3525, PD -941. Following staff presentation testimony was received from the following: Tom Wolfington, (applicant's engineer) 950 Hamshire Road, Suite 119, Westlake Village, CA. 91361 Jim Skinner (Warmington Homes), 3090 Pulman, Coasta Mesa, CA.92626 Wally Todd, P.O. Box 625 Moorpark, CA. 93021 (Peach Hill Citizens Coalition). After the close of the public hearing and Commission discussion, it was moved by Commissioner Miller to deny the appeal, the motion was seconded by Commissioner Weak and unanimously adopted. 16. PROPERTY MAINTENANCE & ZONING REVIEW COMMITTEE Review of concept of establishing a Property Maintenance and Zoning Review Committee. The item was continued to the next meeting. 17.
