The regular meeting of the Planning Commission of the City of
Moorpark, California, was called to order at 7:07 p.m.
All members were present.
Item 4 - PUBLIC COMMENTS
There were no public comments.
Item 5 — COMMISSION COMMENTS
Chairman Hartley inquired about signs on display for a tire store
on Moorpark Avenue. Staff responded that the entire matter was
under investigation and they would be meeting with the property
owner in the next few weeks.
Item 6 COMMERCIAL ARCHITECURAL THEMES
The presentation was continued to the Commission meeting of November
13, 1984.
Item '7 'PD -966 MASH ASSOCIATES
Request for a one -year time extension.
Upon motion of Commissioner Miller and seconded by Commissioner
( Holland the extension request was granted unanimously.
Item 1 8 - DP -312 (MARK WEBBER)
Request approval to construct a 19,500 square foot industrial
building.

Following a staff presentation and testimony from the Applicant:

After the close of the public hearing it was moved by Commissioner
Holland to amend Condition No. 10 to Arequire berming adjacent
to Gabbert Road and Poindexter Avenue to be completed to the
satisfaction of the Director of Community Development. The motion
was then made by Commissioner Miller and seconded by Commissioner
Holland to approve the recommended action and to find compliance
with Condition510 and 14. The motion was unanimously adopted.
Item 9 - PD- 1040 (TOM SCHLEVE)
Request approval to convert three (3) existing non - conforming
residential structures to commercial uses.

The applicant discussed his request to defer the completion of
some of the recommended improvements until a later time. It was
y indicated that the intended conversionvstructures was to be an
interim use and that in the future a new structure would be built.
Testimony was also received from Ed Braun, 13142 Peach Hill Road,
Moorpark, CA., supporting the,'applicdant. request.
At the close of the public hearing the Commission discussed the
merits of the applicant's request regarding phasing the required
improvements and the advisability of a policy adopted by the City
Council regarding future conversions of nonconforming structures
to commercial uses. It was moved by Commissioner Holland and
seconded by Commissioner Weak to continue this matter to November
13, in order to allow staff and the applicant to return with conditions �.
facilitate the request and to present a report back on a policy
to be recommended to the City Council.

Item 10 - CITY BUDGET FOR COMMUNITY DEVELOPMENT
This matter was discussed by the Commission and no action was
required.
Item 11 - STAFF COMMENTS
Staff indicated that on the November 7, 1984 City Council agenda
there would be a discussion of the Council policy to require new
development to participate in a Community Facilities District.
Clarification was being sought by staff regarding whether commercial
and industrial properties, in addition to residential, should
also participate in such a district.
Chairman Hartley indicated that he believed that it would be *err
✓ benefitual for a full and detailed discussion of the policy to
be made. It was also indicated that copies of the enabling legis-
lation would be provided to members of the Commission.
Staff discussed recent changes in State Legislation regarding
V General Plans, as a result of AB- 2038(Cortase)and the benefits
would accrue to the City in the development of its General Plan
as a result of this legislation.
V In response to a Commission request at the meetimyof October 9,

the_permxt. Staff indicated that enforcement action would be
