The regular meeting of the Planning Commission of the City
of Moorpark, California, was called to order at 7:10 p.m..
All members were present.
Item 3 - APPROVAL OF MINUTES
The minutes of July 10, 1984, September 18, 1984, October
9, 1984 & October 30, 1984 were approved 4 - 0
with Commissioner Miller abstaining
Item 4 - PUBLIC COMMENTS
There were no public comments.
Item 5 COMMISSION COMMENTS
Commissioner Schleve commented on the Highway 23 condition.
Furthermore, he requested staff to inquire of the City Manager
about the base material on the Highway 23 (north of the down-
town area).
Chairman Hartley commented on the fact that audio - visual equip-
ment may be available for the City of Moorpark through the
County of Ventura.
Item 6 - COMMERCIAL ARCHITECTURAL THEMES - Eric Stein & Assoc.
Eric Stein gave an overview on the architectural theme of
the downtown area (High Street).
Bruce Labin, Associate of the firm, also spoke about the
downtown area of Moorpark. He gave a slide presentation to
further explain the importance of a well - planned theme in
the downtown area (i.e. cafe, restaurant) where people would
be attracted to the town- center. A consistent theme is
critical in sound City planning.
Commissioner Weak recommended the City Council appoint a sub-
committee to study the downtown area.
Motion was made by Commissioner Weak to ask the City Council
to appoint a ad -hoc committee to review the architectural
theme of the downtown area.- Seconded by Commissioner Miller
and passed by a unanimous vote.
Item 7 - PD -1040 (SCHLEVE) - Continued from October 30, 1984.
Request approval to convert three (3) existing non -
/^ conforming residential structures to commercial use.

Item 7 - PD -1040 (SCHLEVE) cont.
Commissioner Schleve stepped down from the Planning Commission
on this matter.
Following a staff presentation (which included modifications
to conditions) testimony was received from the applicant.
Tom Schleve, P.O. Box 610, Moorpark, CA. 93021.
Niall Fritz, Director of Community Development also advised
the Planning Commission to incorporate a Mello -Roos Community
Facilities District consistent with recent Council direction.
Motion was made to revise Condition 38, and modify Condition
24. Motion was seconded by Commissioner Weak, and adopted
3 - 1.
Commissioner Miller made a motion to approve the PD -1040 application
as modified, including modification of Condition 13. The
motion was seconded by Commissioner Weak and passed unanimously.
Item 8 - PD -1007 (MENDOZA)
Request to convert a 1200 square foot single family residence
into two (2) commercial offices.
Following staff presentaiotn, testimony from the applicant:
Cesar Mendoza, 13100 Peach Hill, Moorpark, CA. 93021.
Commissioner Schleve made a motion to approve the application
of PD -1007 as modified. Seconded by Commissioner Holland
and passed by a unanimous vote.
Item 9 - DP -294 (PRUDENTIAL OVERALL SUPPLY)
Final approval of materials, colors, fencing and
landscaping.
Following a staff presentation, testimony was received from
the applicant:
Roy Sweden, San Lenandro (Representative from Prudential
Overall Supply).
Commissioner Weak made a motion to approve final materials,
colors, fencing and landscaping with modifications. Commissioner
Holland seconded the motion, which passed by a unanimous vote.

0 STAFF COMMENTS
Staff indicated that on November 20, 1984, City Council agenda
there would be a discussion of the City Council policy to
require new development to participate in a Community Facilities
District (Mello- Roos). Staff indicated that DP -312 had been
appealed to the City Council. This was due to the Community
Facilities District requirement.
Item 11 - ADJOURNMENT
There was no further business before the Planning Commission;
the Chairman adjourned the meeting at 10:58 p.m..
