California Minutes of March 4, 1985 A joint meeting of the City Council, the Planning Commission, and Parks and Recreation Commission was held on March 4, 1985, in the City Council Chambers of the Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 6:05 p.m., by ^CMayor Prieto, by Douglas Holland, Chairman of the Planning Commission, and by Danny Rasey, Chairman of the Parks and Recreation Commission presiding. 2. ROLL CALL PRESENT: City Council Councilmember Thomas C. Ferguson, James D. Weak, Leta Yancy- Sutton and Mayor Prieto; ABSENT: Councilmember Danny Woolard (arrived at 6:15 p.m.). PRESENT: Planning Commission Commissioners William LaPerch, James A. Hartley, Jeff Rosen and Chairman Douglas Holland; ABSENT: None. PRESENT: Parks and Recreation Commission Commissioners Carroll Roe, Margaret Sabine, Randy Wormsbecker, and Chairman Danny Rasey; ABSENT: None. OTHER CITY OFFICIALS AND REPRESENTATIVES: Steven Kueny, City Manager; Cheryl J. Kane, City Attorney; Niall Fritz, Director of Community Development; Lt. Arve Wells, County Sheriff's Department; Diane Eaton, Associate Planner; and Doris D. Bankus, City Clerk. 3. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilmember Yancy- Sutton. PRESENTATION BY CITY ATTORNEY RE: BROWN ACT The City Attorney reviewed the provisions of the Brown Act, as set forth in Sections 54.950 et seq. of the Government Code of the State of California. She also outlined and discussed at length certain recent cases involving violations of the Brown Act. 5. The discussion, participated in by the City Attorney and members of the City Council and both Commissions, evolved primarily around interpretation of the language in the code concerning committees of the legislative body and the advisory bodies, as well as ad hoc committees; what constitutes a "secret" meeting; and which committees should give public notice prior to the holding of any meeting of any such committee.
