This is the adjourned meeting of April 11, 1985, of the Planning
Commission held in the City of Moorpark, California, 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:10 p.m.. By general consent the
nonmination for;Chairman opened, Commissioner Hartley nonminated.
Chairman Hartley presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Schleve.
3. ROLL CALL
PRESENT: Commissioners William LaPerch, Commissioner Schleve, and
interim Chairman Hartley.
ABSENT: Douglas Holland, Jeffery Rosen.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Niall Fritz, Director of Community Development;
Diane Eaton, Associate Planner;
and Celia LaFleur, Deputy Clerk:.
4. PUBLIC COMMENTS
None.
The Commission indicated that the COMMUNITY DEVELOPMENT WORK PROGRAM
be continued for discussion to April 25th Planning Commission's agenda.
13. INFORMATIONAL ITEMS

-- Report back on General Plan Update Notice
-- Memo to Citv Council regardinq Noticing of Public Hearings
-- Report on City Council actions.
In reference to the GP Update Notice, Commissioner LaPerch expressed
extreme concern at the rate of proposed growth, and perhaps putting a
freeze to new proposals and continue with those already underway.
Commissioner Schleve recommended to consider a "screening process ",
which could enable the Planning Commission to see the intent of
the proposal, and consider if it would be to the benefit of the City.

Commissioner LaPerch moved to recommend to the City Council that no
GPA request which may be filed and involves 20 acres or more not be
processed at this time. Motion passed 2 -1, Commissioner Schleve
dissenting.
Commissioner Hartley requested that GPA screening be a discussion item
on the next Planning Commission agenda.
4 -PUBLIC COMMENTS
By general consent testimony was given by the following:
Jim McGillis, Vice President .of the Highway 118 Improvement
Association, 4406 Clearcreek, Moorpark, CA. 93021
Mr. McGillis referred to his letter of March 15, 1985 and his
concerns with Tierra Rejada Road (west bound) at the point where
it changes over to read Moorpark Road and where the road narrows. Also
resurfacing of Highway 118, provisions made for school children
�--, awaiting school buses. Conejo Construction impact on Highway 118.
Commissioner Schleve indicated that perhaps widening of the shoulder
of Tierra Rejada Road at interchange to Moorpark Road.
The Director indicated a Draft 5 Year Capital Improvement Program
would be distributed at their meeting of May 9, 1985, and any
comments could be presented at the Planning Commission meeting
of May 25, 1985.
7. PATIO COVER POLICY
The Director of Community Development present the staff report
to the Commission.
Questions and concerns were raised by Commission members regarding
the colors and materials of the structures, conditions and approval
by the Homeowners Association.
Testimony was received by the following:
Lin Graf, President of the Buttercreek Homeowners Association
and the Neighborhood Council, 12584 Spring Creek Court, Moorpark,
CA. 93021
The Commission by general consent continued this item to the Planning
Commission's meeting of April 25, 1985.

13. INFORMATIONAL ITEM
The Director presented to the Commission a Minor Modification
Planned Development No. PD -851 (RIVEL).
14. COMMISSION COMMENTS
None.
15. STAFF COMMENTS
None.
16. ADJOURNMENT
There being no further business before the Commission, Chairman
Hartley adjourned the meeting at 9:37 p.m..
