The adjourned meeting of the Planning Commission of the City of
Moorpark, California was held on June 20, 1985 in the Council
Chambers of City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:31 p.m by Chairman
Holland.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Chairman Jeffery
Rosen.
3. ROLL CALL
PRESENT: Commissioners Jim Hartley, William LaPerch, Tom
Schleve, Jeffery Rosen, and Douglas Holland.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Niall Fritz, Director of Community Development;
Diane Eaton, Associate Planner; Celia LaFleur,
Administrative Secretary.

11. DISCUSSION /ACTION ITEMS
A. Housing Element Workshop
Presented by Frank Wein & Sylvia Holstein, representatives of
Michael Brandman Associates.
After extensive review, the Commissions concern was whether
the Housing Element was applying 1980 dollars to 1985 housing.
B. Discussion of Commercial Architectural Theme
Presented by Tom Schleve.
Commissioner Schleve statements opened with his concerns
that new development be compatible with or compliment the
old. That in order to reflect a communities desire to
maintain a rural town atmosphere that implies tradition,
beauty, individual spirit, it would require community
involvement. Description of themes included
Spanish /Mission, Colonial /Monterey Revival,
Western /Vernacular Victorian, and Victorian.
Commissioner Schleve went further to describe each theme.
Also, that staff and planners make findings that the
proposed development before them be consistent with the
following:
I. Zone 1
All commercial properties adjacent to or in the proximity of
High Street and Moorpark Avenue.
A. That the design of the structure be easily
identified as one of the three architectural
styles.

B. Appropriate architectural detail is incorporated to
enhance design and creativity.
C. Primary building facades should be well designed. In
some cases, this may include all sides.
D. Provide picture windows and attractive store and office
fronts.
E. Provide entries that create interest and give the
perception of activity.
F. Encourage and extend activities outside the buildings
with patios and verandas that provide places for social
interaction.
G. Maintain street closure by fronting buildings on the
street and placing parking in the rear. Visual closure
maintains an uninterrupted building facade along the
street that encourages interaction between uses.
H. Discourage automobile related uses.
I. Landscape design should be of a more traditional style
with an added emphasis on colorful native plants and
trees.
J. Implementation of the commercial conversion policy if
applicable.
II. Zone II
All other commercial properties within the City limits and
it's sphere of influence.
A. That the design of the structure can be easily identified
as being compatible with one of the three basic themes.
B. Primary building facades should be well designed. This
may include all sides
C. Use appropriate architectural details to enhance building
design and creativity.
D. Provide outside areas specifically set aside for social
interaction.
Under the general consensus of the Commission this item will be
forwarded for City Council review.
