Minutes of June 27, 1985
The regular meeting of the Planning Commission held on June 27,
1985 in the City Council Chambers of City Hall. Located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting called to order at 7:00 p.m. by Chairman Holland.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Hartley.
3. ROLL CALL
PRESENT: Commissioners Jim Hartley, William LaPerch, Tom
Schleve, Jeffery Rosen, and Douglas Holland.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Niall Fritz, Director of Community Development,
Diane Eaton, Associate Planner, Celia LaFleur,
Administrative Secretary.
4. APPROVAL OF MINUTES
None.
5. PUBLIC COMMENTS
None.
6. DEVELOPMENT PLAN PERMIT NO. DP -980 - JANSS CORPORATION
Minor Modification to approve Building "J ".
Motion: Commissioner Holland moved and Commissioner LaPerch
seconded a motion to approve DP -980 Minor
Modification for Building "J ". Motion carried by
unanimous vote.
7. DEVELOPMENT PLAN PERMIT NO. PD -1010 - PALMER
Continued to July 11, 1985.

8. DEVELOPMENT PLAN PERMIT NO. DP -324 - F.E. FINANCIAL
The applicant is requesting approval to construct an office
and light industrial facility which would encompass 9,332
sq.ft. Proposed project is located approximately 450 feet
north of Los Angeles Avenue and east of Goldman Avenue.
Motion: Commissioner Holland moved and Commissioner Rosen
seconded a motion to continue this item to the
Planning Commission meeting of July 11, 1985 in
order so that plans for adjacent buildings to be
presented. Also, directed staff to meet with the
applicant to determine the issues of 1) landscape
mounding; 2) parking lot lighting plan.
The applicant to revise elevation plans. Motion
carried by unanimous vote.
9. TENTATIVE TRACT NO. TR -3525 AND RESIDENTIAL PLANNED
DEVELOPMENT NO. RPD -941 - WARMINGTON HOMES
The applicant is requesting approval of a 28.9 acre
subdivision containing 87 single family lots and companion
Residential Planned Development.
The proposed project is located adjacent and south of Williams
Ranch Road (Peach Hill Road) and west and adjacent of Peach
Hill Road.
10. TENTATIVE TRACT NO. TR -3019 AND RESIDENTIAL PLANNED
DEVELOPMENT PERMIT NO. 1021 WARMINGTON HOMES
The applicant is requesting approval of a 39.5 acre
subdivision containing 130 single family lots and companion
Residential Planned Development.
The proposed project is located adjacent and south of Williams
Ranch Road (Peach Hill Road) and adjacent and east of the
Southern California Edison Company transmission line corridor.
It was the general consensus of the Commission that item 9 &
10 be heard collectively.
TESTIMONY RECEIVED BY THE FOLLOWING.
Ev Braun - Overall supported the proposed development.

Madelyn Braun - Concerns expressed with the drainage pattern.
Glen Schmidt - Supports development. Concerns with traffic
circulation on "A" street within TR -3019.
R. Dees - Concerns expressed with the drainage pattern.
Bernardo Perez - Concerned with traffic on Williams Ranch
Road.
Mike Upton - Concerned with traffic circulation and the impact
on school facilities.
Cheryl Zemont - Requested that the project be sent back to the
Parks and Recreation Commission for a second review.
Lin Graft - Traffic concerns. Proposal should also include a
recreation center. Preserve the existing trees.
Stephen Anderson - Managed Growth Ordinance should be created.
Dwelling units proposed are to small for the area.
Reno Lorenz - Agreed with prior testimony.
Helen Conway - Proposal should provide private park.
Currently Countyside recreation area is impacted by
surrounding tracts.
Wally Todd - Concerned with the traffic created on William
Ranch Road.
Ron Gallagher - Currently surrounding lots are smaller, and
larger lots allow for individuals to have their own recreation
area.
PLANNING COMMISSION CONCERNS.
Impact on schools.
Phasing of Tierra Rejada Road with previously approved
projects.
Provide a Class II bike trail.
Restrict access to Peach Hill Road during construction.

Internal circulation should be closed off to Williams Ranch
Road.
Hillsides should be maintained by the Home Owners Association.
Grading
Infrastructure
Slope Maintenance
It was the general consensus of the Commission to continue
this item and the balance of the agenda to their meeting of
July 11, 1985.

Continued discussion of an interim policy.

Consideration of policy for confirming Commission actions.
