California Minutes of August 15, 1985 The adjourned meeting from August 8, 1985 of the Planning Commission of the City of Moorpark, California was held on August 15, 1985 in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:34 p.m. by Vice Chairman Jeffery Rosen. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Schleve. 3. ROLL CALL PRESENT: Commissioners Jim Hartley, William LaPerch, tome Schleve, and Jeffery Rosen. ABSENT: Chairman Douglas Holland. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Steven Kueny, City Manager; Richard Morton, Interim Director of Community Development; Cheryl Kane, City Attorney; Mark Wessel, Traffic and Transportation; John Wager; Diane Eaton, Associate Planner; Frank Wein, Consultant, Michael Brandman Associates; and Celia LaFleur, Administrative Secretary. 4. Planned Develooment No. PD- 1010 /LDM -3 G.H. Palmer The applicant is requesting approval to build 400 apartment units on 19.75 acres and a density bonus of 358. PD- 1010 /LDM- 3 is bound by Los Angeles Avenue (Highway 118) to the north Moorpark Avenue to the west and the Arroyo Simi to the south. Staff presentation provided by Frank Wein. Testimony received by the following: Dan Palmer, 11740 San Vicente Blvd., Suite 208, Los Angeles, CA 90049. Overall gain if PD -1010 developed: Meets State Legislation for low or moderate income (affordable). 1.8 million in improvements for the city. �- 7 -10 million tax dollars provided by the PD- 1010. Michael Kahn, 500 Esplanade, Oxnard, CA. Provided additional information in stating that SB 373 provides as credit for Quimby Fees, and 258 would merit market rate according to Roos. Robert Verlaan, 16845 Von Karman, Irvine, CA 92714. Referenced the City Engineer's August 15, 1985 memo regarding the amending standard plate 44' on 601off -site parking, staff to review bike lane and parking on Moorpark Avenue. Motion: Commissioner Schleve moved and Commissioner Hartley seconded the motion to certify Planned Development Permit No. PD -1010 Environmental Impact Report and the definition of low income be excluded. That the plot plan be revised to reflect 370 units, to include park recreation facilities. That new conditions be provided to the Planning Commission prior to Consent Calendar approval. The motion carried by unanimous voice vote. ml5aug.85 Planning Commission Minutes Of August 15, 1985 Page 3 Motion: Commissioner Hartley moved and Commissioner LaPerch seconded the motion to disapprove the "project statement ", and that conditions be revised prior to any Planning Commission action. The motion carried by unanimous voice vote. By general consensus of the Commission the following items were continued to August 29, 1985. 7.D. 7.E.
