Minutes of August 29, 1985
The regular meeting of the Planning Commission of the City of
Moorpark, California was held on August 29, 1985 in the Council
Chambers of City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:21 p.m., Chairman Holland
presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Holland.
3. ROLL CALL
PRESENT: Commissioners Jim Hartley, William LaPerch, Vice
Chairman Jeffery Rosen, Chairman Douglas Holland.
1� ABSENT: None. One vacancy.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Richard Morton, Director of Community Development;
John Knipe, Assistant City Engineer; Diane Eaton,

4. APPROVAL OF MINUTES
Motion: Chairman Holland motion and Commissioner Hartley
seconded a motion to approve the minutes of August
15, August 8, August 1, July 25, July 11, 1985.
Motion passed by unanimous vote.
5. PUBLIC COMMENTS

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL OF LAND, DIVISION
MOORPARK NO. LDM -3 ON THE APPLICATION OF G.H. PALMER AND
ASSOCIATES. ASSESSOR PARCEL NOS. 517- 06 -51, -52, -53, AND -
54.
7. A. Planned Development No. PD- 1010 /LDM -3 Palmer
The applicant is requesting approval to build 400 apartment
units on 19.75 acres and a density bonus of 35 %. PD- 1010 /LDM-
3 is bound by Los Angeles Avenue (Highway 118) to the north,
Moorpark Avenue to the west and the Arroyo Simi to the south.
Hearing closed August 8, 1986.
Motion: Commissioner Hartley motioned, and Commissioner
Holland seconded to approve Resolution No. PC -85 -50
r of LDM -3. Motion carried 3:1, Commissioner LaPerch
abstained.
Motion: Commissioner Hartley motion to require that the
density be reduced on the Los Angeles Avenue
(street front) to single story units.
Motion declined, lack of a second.
Motion: Commissioner Holland motion that the Commission
recommend to the City Council to approve PD -1010
with a 25% density bonus and that it be reflected
within Condition No. la of PD -1010. Motion
declined, lack of a second.
Motion: Commissioner Holland motion to reduce the parking
requirement from 2.5 to 2.25, Commissioner Rosen
seconded. Motion decline on a 2:2 vote.
Motion: Commissioner Rosen motion to recommend to the City
Council approval of PD -1010 with recommended
conditions. Motion carried on a voice vote.

7. B. Tentative Tract No. TR -4069, TR -4037, Residential Planned
Development Permit No. RPD -1044
The review of subsequent use of the Final Environmental Impact
Report for TR -2964 as the Environmental Document for the
subject projects.
Request approval of 16.84 acre single family subdivision
containing 66 lots and a companion Residential Planned
Development.
Subdivision to create on a additional parcel. Site location
is southeast and adjacent to intersection of Moorpark Road and
Peach Hill Road.

development.
Glen Guessford, 2800 28th Street, Santa Monica, CA. Supports
development.

Ventura. Supports development.
Motion: Commissioner Holland moved and Commissioner Hartley
seconded a motion to approve the Mitigated Negative
Declaration for Tentative Tract No. TR -4069. TR-
RPD -1044. Motion carried by a unanimous voice vote.
Motion: Commissioner Hartley moved and Commissioner Holland
seconded a motion to delete lot #28. Motion
carried on a 3:1 vote.
Motion: Commissioner Hartley moved and Commissioner LaPerch
seconded a motion to approve Tentative Tract No.
TR -4037. Residential Planned_ Development Permit No.
RPD -1044 as amended and to include modifications of
the City Engineer's conditions.
Motion carried by a 3:1 vote. Commissioner Rosen
voting N0. For the record, Commissioner Rosen

stated his NO vote reflected the failure to
provided information concerning infrastructure.
Motion: Commissioner LaPerch moved and Commissioner
seconded to continue TR -4069 to the Commission's
next regular meeting. Motion carried 3:1,
Commissioner Holland voting NO.
7. C. Planned Community No. PC -3 Urban West Communities
Major Modification to Planned Community No. 3 (PC -3)
1. Subsequent Use of EIR continued from 12/11/84.
2. Major Modification to PC -3.
3. Zone Change 2731, Tentative Tract No. TR -4001, and
Residential Planned Development Permit No. RPD-
1029.
Continued from August 8, 1985.
Presented by Randy Richardson; reference: Staff Report dated
August 8, 1990.

Tom Zanic, representing Urban West Communities, 520 Broadway,
Santa Monica, CA. Supports major modification.
Pat Madden, 4462 Appleglen Court, Moorpark, CA. Conditionally
supports major modification.
Mitchell Rahn, 500 Esplanade Drive, Oxnard, CA. Supports
major modification.
Tom Thompson, 12623 Hillside Drive, Moorpark, CA.
Conditionally supports major modification.

Modification to Planned Community No. 3. Motion
carried by unanimous voice vote.
2. Major Modification to PC -3.
Motion: Commissioner Rosen moved and Commissioner Hartley
seconded a motion that the primary option "B"
access road shall be indicated on the specific plan
and that a secondary access be provided from the
north. Option "A" access road be deleted. Motion
passed on a 4:0 vote.
Motion: Commissioner Rosen moved and Commissioner Hartley
seconded a motion that funding be expedite to
provided access road "B ". Motion passed on a 4:0
vote.
Motion: Commissioner Holland moved that Planned Community
No. PC -3 not be allowed or provided with any
density bonus or revision to provide any more than
2500 homes as previously approved. Motion carried
by unanimous vote.
Motion: Commissioner Rosen moved to recommend approval of
Major Modification to Planned Community No. 3 (PC-
3) be approved with modified conditions.
Motion: Commissioner Hartley moved and Commissioner Rosen
seconded a motion to waive the Consent Calendar for
Major Modification to Planned Community No. 3 (PC-
3). Motion carried by unanimous vote.
ITEM 7.E TAKEN OUT OF ORDER:
E. Development Plan Permit No. DP -316 - Murrav Seiael
The applicant is requesting approval to construct a 19,813
sq.ft. industrial building to include 17,135 sq.ft. of
manufacturing /warehouse area and 2,678 sq.ft. of office space.
No specific tenant has been identified. Located on the
northwest corner of Commerce Avenue.
Motion: Commissioner Holland motion and Commissioner Rosen
seconded a motion to continue item 7.E to the
Commission's next regular meeting.

7. C. Planned Community No. PC -3 Urban West Communities
Continued.
3. Zone Change 2731, Tentative Tract No. TR -4001, and
Residential Planned Development Permit No. RPD -1029.
Motion: Commissioner Rosen moved and Commissioner LaPerch
seconded a motion to recommended to refer that open
area within PC -3 fence issue, be referred to
Sheriff's Department. Motion carried by unanimous
vote.
Motion: Commissioner Rosen moved and Commissioner LaPerch
seconded a motion that Condition No. 12 and 14 be
modified to include "...a water unconditional "will
server" letter.." Motion carried by unanimous
vote.
Motion: Commissioner Rosen moved and Commissioner Hartley
seconded that Condition No. 28 be modified to
include " ...a Final Geotechnical Report prepared
by a California Professional Geotechnical Engineer.
Motion carried by unanimous vote.
Motion: Commissioner Rosen moved and Commissioner LaPerch
seconded to approve the conditions as stated in the
applicants letter dated August 7, 1985 be approved.
Motion carried by unanimous vote.
Motion: Commissioner Rosen moved and Commissioner LaPerch
seconded a motion to recommend approval of Major
Modification to Planned Community No. 3 (PC -3) as
amended, and modified. Also that the Consent
Calendar be waived. Motion carried by unanimous
vote.

MOORPARK, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF RPD -941 ON THE APPLICATION OF WARMINGTON HOMES.
Motion: Commissioner LaPerch moved and Commissioner Hartley
seconded a motion to approve Resolution Nos. PC -85-
51 and PC- 85 -52. Motion carried by unanimous vote.
