The regular meeting of the Planning Commission of the City of Moorpark,
California, was held at City Hall of said City, located at 799 Moorpark
Avenue, Moorpark, California.

The meeting was called to order at 7:06 p.m., Vice - Chairman William
LaPerch presiding.
2. Pledge of Allegiance
The Pledge of Allegiance was led by Commission LaPerch.

6. CONSENT CALENDAR
A. Development Plan Permit No. DP -336 (Harvey Mundee)
The applicant is requesting approval to continue operation
of a retail rental yard and sales operation. There is
presently an existing 3,900 square foot modular building on
the property. Located on the northwest corner of Los Angeles
Avenue and Goldman Avenue.
Approval of Resolution No. PC- 85 -64.
Moved by Commissioner Hartley for approval of Development Plan Permit
No. DP -336 with conditions as modified and Resolution No. PC- 85 -64.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, APPROVING DEVELOP-
MENT PLAN PERMIT NO. DP -336 ON APPLICATION OF
HARVEY MUNDEE. ASSESSOR PARCEL NO. 511 - 070 -435.
By general consent Item 10.A Sign Approval- West America continued
for the next regularly scheduled meeting.
By general consent the Moorpark Planning Commission took action to set
a public hearing for November 14, 1985 to consider A -85 -3 "Parking
In Lieu Fee ".

7. Public Hearings
A. Planned Development Permit No. PD -1047 (Anthony Annotti)
The applicant is requesting approval to construct a neigh-
borhood shopping center. The site selected for the proposed
center contains approximately .65 acres or 28,476 square
feet. Access to the center will be obtained from Los Angeles
Avenue and Park Lane.
Presented by Diane Eaton and after extensive discussion the Commissions
concerns were as follow:
-- To condition for eating area and that it require a Minor
Modification with Planning Commission approval.
-- That handicap parking be relocated, perhaps 2 handicap
parking spaces be provided.
-- Parapet wall be 18' in height and to condition for material
used.
-- Re: Condition No. 9 in addition to read - -- Landscape Plan Check
or such other guidelines to be submitted to the Director of
r Community Development and Planning Commission.
-- To delete Condition 9. C.
-- That roof treatment to continue along the rear of the structure.

Continued.
Moved by Commissioner Holland seconded by Commission Hartley to
continue for two weeks, motion passed unanimously. Conditions
to include the following:
-- That prior to the issuance of a zone clearance, a landscaping
and planting plan (3 sets), together with specifications and
maintenance program, prepared by a State Licensed Landscape
Architect, generally in accordance with County Guidelines
for Landscape Plan Check or such other guidelines to be
submitted to the Director of Community Development and
Planning Commission for approval. The applicant shall bear
the total cost of such review and of final installation
inspection. The landscaping and planting plan shall be
accompanied by a fee specified by the City of Moorpark. All
landscaping and planting shall be accomplished and approved prior
to the inauguration use of this permit.
le- a. Landscaping along streets and at intersections shall not
impair sight distance. Low lying shrubbery should be planned
around intersections so that a seated driver does not have
to partially enter the intersection in order to gain
clear view of oncoming traffic.
b. Landscaping shall be designed as not to obstruct the view of
of any building or office entrance /exit, windows, walkways,
or vehicles parked in the parking lot.
-- That any change of use of occupancy which establishes an eating
area shall require filing of a Minor Modification with the
Director of Community Development and Planning Commission for
approval.
-- That prior to issuance of a zone clearance permit, the developer
shall submit to the City of Moorpark for review and approval,
evidence that all the buildable sites in the subdivision will
be protected from flooding.
-- That the developer shall pay all energy costs associated with
street lighting for a period of one year from the initial
energizing of the street lights.
-- That the developer shall pay for the installation of all street
light fixtures as directed by the city Engineer.
-- Roof design and construction shall include a minimum of
18" extension of the parapet wall above the highest point
of the roof. Material to be used will be stucco or block (block
at the rear, stucco on the face).

-- Since the building is 9,370 square feet, all buildings will be
protected by an automatic sprinkler system, in accordance
with Ventura County Ordinance, plans shall be submitted, with
payment for plan check to the Ventura County Bureau of Fire
Protection for review.
Moved by Commissioner Holland seconded by Commissioner Hartley and
passed unanimously to condition for the following:
-- To improve the appearance of the rear of the building and
the applicant to redesign with a tile accent band wrapping
the entire structure.
-- An additional handicap ramp to be installed and located in
in a more centralized site.
-- An additional planting island adjacent to parking stall
number 17.
Moved by Commissioner Hartley seconded by Commissioner Keenan and
passed unanimously to create a Modern Spanish Mediterranean
architectural style.
B. Residential Planned Development Permit No. RPD -851
Maior Modification (Pardee Construction Co.)
Modification to Residential Planned Development Permit
relating to model home sales complex, change of models
(elevation and floor plans) and conditions of permit.
The developer is requesting modification to a residential
Planned Development Permit originally approved by Ventura
county and subsequently ratified by the City council of the
City of Moorpark by Resolution 83 -50.

7. B. Residential Planned Development Permit No. RPD -851
The Commissions concerns are as follows:
-- Lots within 200' of the Main Trace of the Simi /Santa
Rosa Fault.
-- Maintenance of slope areas.
-- Rear and side yard fencing.
-- Developer to provide tot lots.
-- Home Owners Association to be provided.
By general consent modification made to the following Planning
Conditions, page 7.
Condition No. 4 Access to the model sales complex shall be restricted
one driveway from Moorpark Road. Access to the
�^ developed portion of Oak Cliff Drive shall be
denied until the sales complex is no longer serving
in that capacity.
By general consent the following Sheriff Department Conditions
modified, page 9.
Condition No. 4 Doors utilizing a cylinder dead bolt lock shall have
a minimum five (5) pintumbler operation with the
locking bar or bolt extending into the receiving
guide a minimum of one inch. All front door to
residences.
Condition No. 5 All exterior sliding glass doors or windows will
be equipped with metal guide tracks at the top and
bottom and be constructed so that the window cannot
be lifted from the track when in the closed, partial
open or locked position.
Moved by Commissioner Hartley seconded by Commissioner Holland
that staff research a separate assessment district for this
residential planned development. Motion passed unanimously.
Moved by commissioner Hartley seconded by Commissioner LaPerch for
the recommendation of a Home Owners Association or loss assessment
district as deemed and proposed by staff. Motion passed unanimously.

Moved by Commissioner LaPerch seconded by Commissioner Holland for
approval of additional elevations, approved as requested by applicant.
motion passed unanimously.
Moved by Commissioner Hartley seconded by Commissioner LaPerch that
a increase or decrease of 58 or less to Plan 2, 3, 4A; and increase
of 58 or less to 4B & 4C; and a decrease of 58 or less to Plan 1
maybe applied as a Minor Modification by staff.
Changes greater than 58 to items above or decrease to 4B & 4C or
increase to Plan 1 shall be considered as a Major Modification.
Motion passed unanimously.

9. Commission Comments
Moved by Commissioner Hartley seconded by Commissioner Holland to
direct staff to prepar a Resolution of Commendation for Debbie
Reyono of the Enterprise. Motion passed unanimously.
