The regular scheduled meeting of the Planning Commission held an January
15, 1986 in the City Council Chambers of the Community Center located at
799 Moorpark Avenue, Moorpark, California.
1. CAUL TO ORDER
The meeting was called to order at 7:00 p.m., Chairman William
IaPerch presiding.
The pledge of allegiance was led by Chairman William La Perch.

John Galloway submitted a letter dated Janmmy 15, 1986 regarding a
request for hearing for the Gisler Field property.
Motion: Moved by Commissioner Hartley Z secoanded by Chairman LePerch
to ccntinae this item to the next regularly scheduled
meeting of January 22, 1986. Motion passed unanimously.
6. PUBLIC HEARINGS
A. General Plan Amendment No 85 -2 and Zaans Change Nos ZC -2802
ZC -2806 - Carlsberg and Caren Components
General Plan Amendment 85 -2 is comprised of two camponnennts; the first
is a request for a land use change from Light Industrial to General
Commercial ( Caren) and the second is a request for the conversion of
property designated for residential to Light Industrial uses
(Carlsberg)-

The applicants are also requesting companion za►e changes to rezone
the properties consistent with the proposed land use designations. An
Environmental Impact Report which addresses the potential
project-specific and cumulative environmental impacts of both
outs was prepared and revised.
By general consent Item 6.A. Carlsberg /Caren Ca panents to be heard
individually, the Laren Component taking precedence.
Presented by Julie Hunt, who gave an overview of the applicants request for
the amendment to the General Plan and addressed the Commissions concerns
relating to the adequacy of the EIR in relation traffic survey taken at the
intersection of Poindexter Avenue and Moorpark Avenue. The Commission
expressed fn.+tier concerns in regards to the following:
- Traffic Impact at the intersection of Poindexter/Moorpark
Avenues.
- Signalize the intersection of Poindexter /Moorpark Avenues.
- Air Quality
- Traffic concerns at peak hours.
- Egress only, to be located an the vacant property of the B&V
Market site.

applicants request.
Julie Hunt then pLweed to address the Commission with the Carlsberg
request to amend the General Plan to redesignate approximately 77 acres
from Inv Density Residential to Light Industrial; and Zone Charge 2802, a
charge of the 77 acre property for "RElAe" to "M-111, Industrial Park
District.
The Carmissian after an extensive discussion addressed the City Engineer
of their concerns regarding traffic impact and volume, with special concern
to the adjacent Highway 23.
The City Engineer proceeded to address the Commissions concerns in stating
that although the traffic level of service would be at low - delay, the
project could, at the time of public hearing, be conditioned for
approval for any project specific.

prepare a resolution reommending certification of the Final
Mmirmw ental Impact Report to the City Council, with certain
reservations regarding the traffic analysis for the Caren Convoment
and the mitigation measures presented for the air quality impacts of
the Carlsberg compost, resolution t, said to be presented for Consent
Calendar action at the next regularly scheduled meeting:

4. By the following roll call vote, directed staff to prepare a
resolution receding approval of Zone Change No. 2806, said
resolution to be presented for Consent Calendar action at the next
regularly scheduled meeting:
AYES: Commissioners Keenan, Claffey, Hartley, and IaPerch;
NOES; None;
ABSENN Commissioner Holland.
5. By the following roll call vote, directed staff to prepare a
resolution recommending denial of Zone Change No. 2802, said
resolution to be presented for Consent Calendar action at the next
regularly scheduled meeting:
AYES: Commissioners Keenan, Claffey, Hartley, and IaPerch;
NOES; None;
ABSEW- Commissioner Holland.
By the consensus of the Planning Commission the following is hereby
reowmsnded to the City Council:
A. Certify that the environmental effects of the Carlsberg and Caren
projects are adequately addressed in the Final Envirnamental Impact
Report with the provision that an additional traffic analysis
addressing the existing, project - specific, and oanulative traffic
impacts on the Moorpark AvMM/Poitdextemr Avenue intersection is
prepared at the time the application for a new commercial planned
development permit to allow the addition of parking, landscaping, g, and
commercial uses on the Caren property is submitted to the City. The
Commission also indicated a certain concern regarding the
effectiveness and the enforcement ability of the mitigation measures
for the air quality impacts of the Carlsberg project presented in the
Environmental B%)act Report;
B. Approve the Caren Component of General Plan Amendment No. 85 -2;
C. Deny the Carlsberg Component of General Plan Amendment No. 85 -2;
D. Approve Zone Change No. 2806; and
E. Deny Zone Change No. 2802.
7. CCbMSSICN CCHNENM
Commissioner r1affey inquired of the City Engineer if there were
mitigation measures in relation to traffic impacts and how the city
could proceed. Assistant City Engineer suggested computer modeling
forecasting.

Moved by Casnissioner Claffey, seconded by Carmissianser IaPerch to
reommend to the City Council to investigate the cost and feasibility
of computer modeling. Motion passed unanimously.
That the City be more specific in the needs of the ca n=ty for the
118 /23 Highony Connector, and that the City Council request the
support of surrounding agencies in the 118 /23 Higtaaay Connector.
The Commission directed staff to inquire of the school bus stop
located at the end of Virgin Colony which is a dangerous locations for
young school aged children.
