Moorpark, California April 30, 1986
An Adjourned Joint Meeting of the City Council and Planning
Commission was held on April 30, 1986 in the Council Chambers of
said City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The City Council was called to order at 7:05 p.m. by Mayor
James Weak.
Chairman William LaPerch called the Planning Commission to
order.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Al Prieto.
3. ROLL CALL:
City Council: Councilmembers Thomas Ferguson,
Albert. Prieto, Danny Woolard,
Leta Yancy- Sutton and Mayor
James Weak.
Planning Commission:
Absent:
4. DISCUSSION ITEM:
Commissioners Dan Claffey, Jim
Hartley, Jim Keenan and
Chairman William LaPerch.
Commissioner Douglas Holland.
Steven Kueny, City Manager;
Diane Eaton, Associate Planner.
A. Population Projections and Potential Build -out.
Mr. Kueny stated that dwelling units should be the basis
of projections and not people since the persons per
dwelling unit is projected to decline in the future. He
said that using the current estimated population of
15,500 and the State's 3.39 people per dwelling unit
figure, the resulting dwelling units is 4,572. He went
over the current City records saying the number of
approved dwelling units is 4,205, proposed dwelling units
545, and projects in presubmittal 645, for a total of

9,967 dwelling units. The balance of residential
potential at current zoning is 725 dwelling units for a
grand total of 10,692 dwelling units.
Mr. Kueny said that the population forecast for the year
2000 in the Moorpark Growth Area is 12,281 dwelling units
with 11,641 in the City, and 640 in the County area.
Commissioner Holland joined the meeting at 7:10 p.m.
Diane Eaton went over the Air Quality Management Plan
(AQMP) growth information previously given the Council
and Planning Commission. In addition she went over an
updated Residential Report which included an additional
proposed project -- TM 3049 for 93 townhomes by U.S.
Condominium, two projects in the pre - submittal phase: 1)
Burnette - 8.9 acres approximately 134 multi - family units
located south on Los Angeles Avenue, east of Regal Homes
TM 3537; 2) Carlsberg -- which has been recommended for
a specific plan with approximately 511 units. She
indicated that the balance of the City with residential
land use potential, including those currently with open
space and rural low land use categories, has capacity for
approximately 750 dwelling units. This was calculated on
a gross average basis, i.e., no consideration on
deductions for terrain, easements, roads, etc. She said
it is apparent that if these properties developed at
their current land use and zoning, they would probably
not develop at the maximum permitted.
After brief discussion by the Council and Planning
Commission, the following motion was heard:
MOTION: Councilmember Leta Yancy - Sutton moved and
Councilmember Bud Ferguson seconded a motion to refer the
matter to the Planning Commission, with a recommendation from
them on the various options for growth management to come back
to the Council. The motion carried by unanimous voice vote.

5. ADJOURNMENT:
MOTION: Councilmember Leta Yancy- Sutton moved and
Councilmember Danny Woolard seconded a motion to adjourn. The
motion carried by unanimous voice vote.
Chairman LaPerch adjourned the Planning Commission.

SUBJECT' : Joint Meeting with City Council re Population
On April 21, 1986, the City Council briefly reviewed the AQMP growth
information previously provided to both the City Council and the Planning
Commission. The Council shares the Commission's concern with popluation
projections and potential build -out, and has adjourned to 7:00 p.m.,
Wednesday, April 30, 1986, to meet with the Planning Commission to
discuss this and related matters.
