The adjourned regular meeting of the Planning Commission of the City of Moorpark,
California, was held in the Council Chambers of said City, located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:08 p.m., Chairman William LaPerch presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Steven Kueny, City Manager.
3. ROLL CALL
PRESENT: Chairman William LaPerch, Vice - Chairman Dan Claffey, Commissioners
Jim Hartley, Jim Keenan.
ABSENT: Commissioner Douglas Holland, excused absence.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Steven Kueny, City Manager;
John Knipe, Assistant City Engineer;
Diane Eaton, Associate Planner;
and Celia Lafleur, Administrative Secretary.
4. PUBLIC COMMENTS
None.
5. ITEMS FOR DISCUSSION
A. Capital Improvement Program
By general consensus the Planning Commission found the Capital Improvement Program
to be consistent with the General Plan and staff to forward additional recommendations
to the memo prepared by the City Manager (dated 4/18/86). They are as follows:
° Poindexter - Widening, near school site.
Railroad Crossing - Rubberized.
° Moorpark Avenue - Frontage improvement to the west side of Moorpark
Avenue at High Street.
° Liberty Bell Road - Improvements for potential parking to
facilitate pedestrian crossing into
future community park.

5. ITEMS FOR DISCUSSION (continued)
B. Population Forecast - Capacity Limit
After extensive review and consideration of the City of Moorpark providing a
population capacity for the Population Forecast the Commission suggested that
the following considerations be made in determining capacity:
° Rate of growth (build -out).
° Rate of population.
That the current General Plan build -out remain as it is today.
° Only consider a new General Plan Amendment as a result of other
development not processing.
Front- loading - providing services are available.
° Provide flexibility with commitment:.
Moved by Commissioner Keenan, seconded by Commissioner LaPerch that each Commissioner
make their own recommendations for population capacity and that the Commission
supports this concept.
6. COMMISSION COMMENTS
Commissioner Keenan questioned staff to when frontage improvements would be con-
sidered on Moorpark Road at the A.C. Construction location. City Manager stated
that the City would be accepting bids on May 9, 1986.
7. STAFF COMMENTS
None.
8. ADJOUNMENT
There being no further business the meeting adjourned at 9:00 p.m..
