California Minutes of May 288 1986 The regular meeting of the Planning Commission was held on May 28, 1986 in the City Council Chambers located at 799 Moorpark Avenue, Moorpark, California 93021. I. CALL TO ORDER The meeting was called to order at 7:00 p.m. by Chairman William LaPerch. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Dion Lefler, news reporter for the News Chronicle. 3. ROLL CALL PRESENT: Commissioners William LaPerch, Dan Claffey, Jim Hartley, Douglas Holland arriving at 7:34 p.m. ABSENT: Jim Keenan. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT; Steven Kueny, City Manager; Richard Morton, Director of Community Development; John Knipe, Assistant City Engineer; Diane Eaton, Associate Planner; Julie Hunt, Consultant, McClelland Engineers; and Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES May 14, 1986 May 7, 1986 April 23, 1986 April 9, 1986 Motion: Moved by Commissioner Claf fey second by Commissioner Hartley to approve the minutes of April 9, 1986, April 23, 1986, May 14, 1986 and to defer the minutes of May 14, 1986 to later in the agenda. Motion passed on a 3:0 vote. Planning Commission Meeting of May 28, 1986 6. CONSENT CALENDAR A. RESOLUTION NO. PC -86 -98 Page 2 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL OF PLANNED DEVELOPMENT PERMIT NO. PD -1051 ON THE APPLICATION FILED BY LINCOLN PROPERTY COMPANY. Motion: Moved by Commissioner Hartley, second by Commissioner Claffey to approve Resolution No. PC- 86-98 with a City Engineer condition to read as follows: The improvements shall include concrete curb and gutter, sidewalk, street lights, striping and signing in accordance with the City of Moorpark Road Standards. The applicable Road Standard Plates are as follows: a. Sidewalks per plate E -5. b. Driveways shall be per plate E -2 modified to be 50 feet wide with a 15 foot or greater radius curb return. This driveway shall facilitate this development as well as the adjacent development to the south and shall be aligned directly opposite Roberts Avenue. Development shall remove existing driveway ont he southerly development and replace with appropriate curb and gutter if agreement can be reached with this property owner; driveway curb return shall be constructed so as to provide for handicapped access. C. Signing and stripping plans shall be prepared for Moorpark road and deemed as appropriate and necessary by the City and Caltrans. d. If any hazardous waste is encountered during Inspector shall be notified immediately. Work i shall not be allowed to proceed until clearance has been issued by all of these agencies through the City Inspector. Planning Commission Meeting of May 28, 1986 Page 3 By general consensus of the Commission Item 8.A under INFORMATION ITEMS was heard prior to 7.A. PUBLIC HEARINGS. 8. INFORMATION ITEMS A. Minor Modification to approved Tentative Map No. TR -3963 and Planned Development Permit No. PD -1041 filed by Griffin Homes. Revision to the phasing plan approved by the City Council to incorporate Phase IV into Phase II, and to change Phase V to Phase IV. As a result, the project will consist of four, as opposed to five, phases; Revision to the conditions of approval for the tentative map and planned development permit to reflect the changes in project phasing. Relocation of 10 lots due to the required size of the park site, grading constraints and the locution of an on site debris basin. Also, that the City Engineer review preliminary designs for the on site debris basins located northerly of 20th and 16th Circles (within Phase II and previous Phase IV). Staff is requiring that Condition Nos. 13 and 14 be revised to provide specific timing for homeowner's association maintenance of the on site debris basins, with City Assessment District No. 85 -1 as backup should the homeowner association fail to maintain them properly. Presented by Julie Hunt, reference: Staff Report dated May 28, 1986. As an information item only, no action was required by the Commission as final action to be determined by the City Council. 7. PUBLIC HEARINGS A. Planned Development Permit No. PD -1050 - Short Request to construct a 7,393 sq.ft. neighborhood shopping center. Presented by Diane Eaton, reference: Staff Report dated The Commission's concerns were as follows: 1. Design to provide landscaping at 50% maturity, in order to provide shade within the parking area. Planning Commission Meeting Page 4 of May 28, 1986 2. Setbacks from High Street. 3. Frontage be required to provide heavily landscaped areas. 4. That the trees on Moorpark Road be retained. 5. No parking on High Street or on Moorpark Road adjacent to PD -1050. 6. Condition No. 20 modified not to allow eating establishment with seating areas, take out only. 7. That the architectural treatment be considered for redesign. At this point in the hearing it was the general consensus of the Commission to continue this item to June 11, 1986 to allow the applicant to return to hearing with information addressing the Commission's concerns. 9. COMMISSION COMMENTS !� A. Sub - committee reports. Received and filed. B. Planning Commission recommendations for Managed Growth. It was the general consensus of the Commission to review the item and provide staff with recommendations on June 11, 1986. 10. STAFF COMMENTS None. 11.
