Minutes of July 23, 1986
The regular meeting of the Planning Commission was held on July 23,
1986 in the City Council Chambers located at 799 Moorpark Avenue,
Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Chairman
LaPerch.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Dick Morton, Director.
3.ROLL CALL
PRESENT: Commissioners Claffey, Keenan, Rosen, LaPerch;
ABSENT: Commissioner Rosen, Holland arrived at 7:20 p.m.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Richard Morton, Director of Community Development;
Michael A. Rubin, Senior Planner; Diane Eaton,
Associate Planner; John Knipe, Assistant City
Engineer;and Celia LaFleur, Administrative
Secretary.

Presented by Diane Eaton, reference: Staff Report dated July
23, 1986.
Testimony received by the following:
Mark Annotti, applicant, 9010 Corbin Avenue, Northridge, CA
91324. In support of the proposal, and stated he would be
available if there were any questions.
The Commission's concerns were as follows:
Additional condition - "The applicant shall execute a
covenant running with the land on behalf of itself and its
successors, heirs, and assigns agreeing to participate in the
formation of an assessment district or other financing
technique including, but not limited to, the payment of
traffic mitigation fees, which the City may implement or
adopt, to fund public street and traffic improvements directly
or indirectly affected by the development.
Additional condition - Prior to zone clearance, the developer
shall submit to the City of Moorpark for review and approval,
traffic signal plans for the installation of a traffic signal
system at the intersection of Los Angeles Avenue with Maureen
Lane. The plans shall be prepared by either a Registered
Civil Engineer or a Registered Traffic Engineer and shall
provide for signals, poles, pedestrian facilities, vehicle
detection, safety lighting, restriping, wheelchair ramps, and
all other equipment and necessary appurtenant work.
(1) MOTION: Moved by Commissioner Holland, second by
Commissioner Keenan to direct staff to
prepare a resolution approving LDM -8;
resolutions recommending to the City
Council approval of Development Plan
Permit Nos. DP -338 through 347 and 349
through 353 as modified.
Motion passed on a 4 :0 vote.

D. Proposed Noise element to the General Plan
Page 4
The proposed element would establish policies and procedures
to alleviate problems of excessive noise and thus have a
positive effect upon the environment.
It was the general consensus of the Commission to defer this
item to the Planning Commission meeting of August 13, 1986,
to provide for additional review and rework to outline
implementation measures.
E. Sign Code
To consider the adoption and its recommendation of the revised
sign code.
It was the general consensus of the Commission to defer this
item to the Planning Commission meeting of August 13, 1986.
7. COMMISSION COMMENTS
A. Sub - Committee Report - Re: Hillside Grading Ordinance
The consensus of the Commission was that this item be referred
to the City Manager for consideration of ridgeline and slope
specifications.
B. Sub - Committee Report - Re: Industrial Impact
The consensus of the Commission was to change "applicant
should" to "the applicant shall" (for implementation
measures).
The Commission provided the following comments:
That staff be directed to contact the proper agencies in
addressing the bus stop locations in terms to safety
provided to school age children in relation to a recent
accident on the 118 Highway. Commissioner LaPerch
commented that Kavlico, DP -318 perhaps reconsider the
pedestrian footbridge.

The Walnut Canyon Road speed limit sign in not currently
being enforced.
8. STAFF COMMENTS
Staff informed the Commission of its recent proposed ordinance
and request of Tree Ordinances from the cities of Simi Valley,
Ojai, Thousand Oaks, and Agoura Hills.
9. ADJOURNMENT
There being no further business the meeting adjourned at 9:30
p.m.
