City of Moorpark, California Minutes of August 13,1986 The regular meeting of the Planning Commission was held on August 13, 1986 in the City Council Chambers located at 799 Moorpark Avenue, Moorpark, California 93021. 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. by Chairman LaPerch. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Brenda Smith, Moorpark News 3. ROLL CALL PRESENT: Commissioners Claffey, Keenan, Rosen, LaPerch, and Holland. ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Richard Morton, Director of Community Development; Michael A. Rubin, Senior Planner; Diane Eaton, Associate Planner; John Knipe, Assistant City Engineer; Mark Wessel, Traffic Engineer; Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS A. Dan Rasev, Moorpark, CA. 93021. Regarding PD -1010 Environmental Impact Report. 5. CONSENT CALENDAR A. RESOLUTION NO. PC -86 -103 A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL OF DEVELOPMENT PLAN PERMIT NOS. 338 -347, AND 349 -353, ON THE APPLICATION OF MARK ANNOTTI. ASSESSOR PARCEL NO. 511- 07-42. Planning Commission Minutes of August 13, 1986 Page 2 (1) MOTION: Moved by Commissioner Holland, second by Commissioner Claffey that Item 5.A. be continued to August 27, 1986 to reconsider a recommendation to provide an additional condition to LDM -8, and the industrial impact to the City. Motion passed on a 5:0 vote. (2) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan to table Item 5.A. and S.B. Motion passed on a 5:0 vote. 6. PUBLIC HEARINGS A. Sign Code To consider the adoption and its recommendations of a Revised Sign Code. Continued from July 23, 1986. Testimony received by the following: Tom Schleve, 325 Casey Road, Moorpark, CA 93021. Supports staff recommendations to the Revised Sign Code. (1) MOTION: Moved by Commissioner Holland, second by Commissioner Rosen to direct staff to return to the Commission's next regular meeting with information pertaining to addressing prohibition of signs in the public right -of -way, directional signs for residential tracts grouped together rather than the present system of individual directional signs for new tracts. Motion passed on a 5:0 vote. (2) MOTION: Moved by Commissioner Claffey, second by Commissioner Holland that "bus bench advertisement standards meet the approval of the Director of Community Development. Motion passed on a 5:0 vote. (3) MOTION: Moved by Commissioner Holland, second by Commissioner Claffey that the sign code provide for abatement of billboard signs. Planning Commission !minutes Page 3 of August 13, 1986 Motion passed on a 5:0 vote. (4) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan that approve Resolution Nos. PC -86 -103 and PC -86 -104 as recommended by staff. Motion passed on a 4:1 vote, Commissioner Rosen abstain. B. PD -1014 Palmer - Environmental Impact Report Pertaining to the proposed subdivision of a 30.5 acre site into four parcels and subsequent construction of 287 rental apartment units located between Poindexter Avenue and Los Angeles Avenue, east of Sierra Avenue. The Commission was given a presentation of the Draft EIR by the consultant, McClelland Engineers. No action was taken by the Commission. A separate hearing date will be set to conduct a hearing on the planned development permit and the subdivision. The Commission will provide the Council with their recommendations at that time. C. Proposed Noise Element of the General Plan The proposed Noise Element would establish policies and procedures to alleviate problems of excessive noise and thus have a positive effect upon the environment. The Commission concluded its review of this item by incorporating implementation procedures as developed by Commissioner Holland. D. Proposed Amendment to the Zonina nreiinanec to i)a mit Permit The Commission approved the proposed ordinance as written with a recommendation to include specific information in the request for a Conditional Use Permit application. E. This item was approved by the Commission as proposed by staff. Planning Commission Minutes of August 13, 1986 Page 4 The Commission requested that all applicable zones to which the proposed ordinance is intended to effect to be included within the ordinance. 7. COMMISSION COMMENTS A. Subcommittee Report: Noise Element Implementation procedure. This item was addressed within Item 6.C. of the Commissions Agenda. 8. STAFF COMMENTS None. 9.
