HomeMy WebLinkAboutMIN 1986 0827 PC REGPlanning Co®.ission, City of Moorpark, California Minutes of August 27, 1986 The regular meeting of the Planning Commission was held on August 27, 1986 in the City Council Chambers located at 799 Moorpark Avenue, Moorpark, California 93021. 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. by Chairman LaPerch. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Claffey. 3. ROLL CALL PRESENT: Commissioners Claffey, Keenan, Rosen, LaPerch, and Holland. ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Richard Morton, Director of Community Development; Steven Kueny, City Manager; Michael A. Rubin, Senior Planner; Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS None. 5. CONSENT CALENDAR A. Sian Code To consider the adoption and its recommendation of the Revised Sign Code. (1) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan to approve the Revised Sign Code as modified to include that "subdivision signs permit effective in three months after adoption and no subdivision signs will be permitted. Permit Resolution No. PC -86 -107 A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, REGARDING A REVISION TO THE SIGN CODE. C. (1) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan to approved Resolution No. PC -86 -107 as submitted by staff. Motion passed on a 5:0 vote. Resolution No. PC -86 -108 (1) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan to approved Resolution No. PC -86 -108 as submitted by staff. Motion passed on a 5:0 vote. 6. PUBLIC HEARINGS A. Tentative Parcel May No. 4219 - Corraleio Request to subdivide an existing 15,000 square foot lot into two parcels of 8,500 sq.ft. and 6,500 sq.ft. Located at 142 Everett Street (a block bounded by Everett Street, Magnolia Avenue, Charles Street and Walnut Canyon). Testimony received by the following: (1) Victor Corraleio, applicant. The Planning Commission considered the information contained in the staff report dated August 27, 1986. Commissioner Rosen directed staff that this permit be condition to require that "all roofing material be of r combustible substance approved by the Department of Community Development. Appeal - DP- 311/314 - Scanlin Developers appeal of the Director of Community Development decision to deny a second time extension for DP- 311/314. (1) MOTION: Moved by Commissioner Holland, second by Commissioner Keenan to uphold the Director of Community Development decision. Motion passed on a 5:0 vote. 8. COMMISSION COMMENTS Commissioner Rosen requested that staff provide a status report of all approved residential, commercial and industrial development within the City. That staff also consider a moratorium on development to provide for traffic circulation improvements (infrastructure, etc.). 9. STAFF COMMENTS A. Planned Development Permit No. 1010 - Palmer The Commission upheld staff recommendation to permit a minor modification dealing with the specific types of windows required. On the Los Angeles Avenue frontage, Condition No. 24 required inoperable windows (noise insulation improvement). Minor Modification to condition no. 24. 10.
