HomeMy WebLinkAboutMIN 1987 0216 PC REGMOORPARK PLANNING COMMISSION City of Moorpark, California February 19, 1987 The rescheduled meeting from February 16, 1987 of the Planning Commission held February 19, 1987, in the City of Moorpark, California, in Room A of said City located at 799 Moorpark Avenue, Moorpark, CA. 1. CALL TO ORDER The meeting was call to order at 7:10 p.m., Chairman Holland presiding. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chairman Holland. 3. ROLL CALL PRESENT: Commissioners Douglas Holland, William Butcher, John Wozniak; ABSENT: Commissioner Scott Montgomery. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS By general consensus Item 7.a. taken out of order for public testimony. 4.a. Phyl Mason, 437 Shasta Avenue, Moorpark, CA. Presented her letter received by the City of Moorpark dated February 17, 1987 to the Commission. Mrs. Mason request was that the Commission consider postponement of DP -354 from March 2nd to the month of April, as to address the concerns of lighting and grading with the developer. General consensus of the Commission to reschedule the public hearing for Development Plan Permit No. 354 to April 6th or March 16th per staff recommendation for reschedule date. 5. APPROVAL OF MINUTES - February 2, 1987 January 19, 1987 MOTION: Moved by Commissioner Butcher, seconded by Commissioner Wozniak for the approval of the minutes as submitted. Resolution No. PC -87 -131, PD -1056, Burger King - Herman Li A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, DENYING PLANNED DEVELOPMENT PERMIT NO. PD -1056 ON THE APPLICATION OF BURGER KING - HERMAN LI AND DANIEL CHU. ASSESSOR PARCEL NO. 506 - 050 -220. MOTION: Moved by Chairman Holland, seconded by Commissioner Wozniak for approval of Resolution No. PC -87 -131 as submitted. 7. PUBLIC HEARINGS 7.a. Development Plan Permit No. 354 - Anthony Annotti Requesting approval to construct a 12,000 sq. ft. Mini - Storage facility. Located approximately 750 ft. south of Poindexter Avenue. r This item discussed earlier in the agenda and was the consensus of the Commission to continue this hearing to April 6th or March 16th, staff to determine the appropriate date of rescheduling. 7.b. Amendment to the Sign Ordinance Revise the Sign Ordinance regarding tract pole flags and temporary commercial window sign coverage. By general consensus this item to be continued to March 2nd for public hearing. 8. PLANNING COMMISSION ACTION ITEMS 8.a. Discussion of topical items for Joint Meeting. Citv Council/ The Commission expressed the following topics for discussion: ° City. Fees (spending, funding, administration, processing) ° Proposition "F" (implementation) ° Local Planning Ordinance proposal (submit to the City Council for review and discussion. PLANNING COMMISSION ACTIONS ITEMS 8.a. Director Richards stated it was staff's desire to provide as much information as possible within the time permitted 8.b. Annual Work Program Review It was the consensus of the Commission that some priority be given towards accomplishing the following during 1987. ° Introduction to Word Processing & Recording (2/18/87 City Council recently approved $38,000 be appropriated for this purpose.) Building Permit Allocation Program. ° General Plan Update ° Hillside Grading Ordinance 8.c. Reconsideration of Wall Plan - CalProp General consensus of the Commission that there be no modifications to the recently approved wall plan. 9. INFORMATION ITEMS 9.a. Slide Presentation, "Image of Our City ", Chris Roberts Presented. 9.b. Recreation Fees re Development Projects. Received and filed and approved staff's recommendation to forward to the Parks & Recreation Commission. 9.c. Traffic Operations in the Honeybee Stree c,r n Received and filed. 10. Richards, Director of Community Development February 11, 1987 (PC meeting of 2/16/87) SUBJECT : JOINT MEETING WITH CITY COUNCIL The date of February 25, 1987 has been set aside as a joint meeting between the City Council and this Commission. The meeting time is 7:00 p.m. At this time staff is requesting that the Commission identify a few topical matters to be placed on the joint meeting agenda. The Following are a few matters previously referred to by the Commission: General Plan Land Use and Circulation update. 2. AQMP Presentation. 3. Presentation by Thousand Oaks and Camarillo regarding permit allocation program. 4. Annual Infrastructure Report. 5. Industrial Buildout. Staff would suggest that a short agenda would aid a more detailed discussion of some major topical issues.
