MOORPARK PLANNING COMMISSION
City of Moorpark, California
March 2, 1987
The regularly scheduled meeting of the Planning Commission held
March 2, 1987, in the City of Moorpark, California, in the Council
Chambers located at 799 Moorpark Avenue, Moorpark, Ca.
1. CALL TO ORDER
The meeting was called to order at 7:03 p.m., Vice Chairman
Montgomery presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Chairman Montgomery.
3. ROLL CALL
PRESENT: Commissioners Scott Montgomery, William Butcher,
John Wozniak, Glen Schmidt;
ABSENT: Commissioner Douglas Holland (with cause)
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community Development;
John Knipe, Assistant City Engineer;
Michael A. Rubin, Senior Planner;
Diane Eaton, Associate Planner;
Gary Boettcher, Code Enforcement Officer;
and Celia LaFleur, Administrative Secretary.
4. PUBLIC COMMENTS
None.
5. APPROVAL OF MINUTES
February 19, 1987
MOTION: Moved by Commissioner Butcher, seconded by Commissioner
Wozniak for approval of the minutes of February 19,
1987 as submitted. Motion carried 3:0 - Commissioner
Schmidt abstain, Commissioner Holland absent.
6. CONSENT CALENDAR
None.
7. PUBLIC HEARINGS (Continued Business)
7.a. Development Plan Permit No. 354 - Annotti
Request approval to construct an 12,000 sq.ft. Mini - Storage facility
with outside recreational vehicle storage. Located on Goldman
Avenue, approximately 750 feet south of Poindexter Avenue.

7.a. Development Plan Permit No. 354 - Annotti (continued)
MOTION: Moved by Commissioner Butcher, seconded by Commissioner
Wozniak for approval of the applicants request to continue
this matter to the Commissions meeting of March 16, 1987.
7.b. Amendment to the Sign Ordinance
It was the general consensus of the Commission to continue this
item until March 16, 1987.
The Commission also requested that a review and recommendation
regarding temporary off -site tract sales signs be included in
the Commission's packet of March 16th. To be included with
with this item.
8. PUBLIC HEARINGS (New Business)
8.a. Development Plan Permit No. 358 - Cabot, Cabot & Forbes
Requesting approval to construct an industrial facility of
44,352 sq.ft. Located on Science Drive north of New Los Angeles
Avenue.
Presented by the Associate Planner; reference: Staff Report dated
March 2, 1987. After a brief discussion,-Vice Chairman Montgomery
opened the public hearing.
Testimony received by the following:
1. Valerie Busby, Project Manager, Cabot, Cabot & Forbes, 2801
Townsgate Road, Suite 101, Westlake. Spoke in support of
the development. Concerns expressed; 1) City Engineer
conditions had already been met by the previous tract map;
2) Front setback which is proposed to be landscaped. Measured
from curb or property line.
2. Alan Belohlavek, Carli Architecture, 1608 W. Glenoaks Blvd.,
Glen ale, CA. 91201. Spoke in support of the developers request
for approval.
Geor a Moore, The Oak Collaborative, landscape architect.
A resse the Commission's concerns related to 50.2'i' maturity
of trees and their coverage for the proposed site.
Commissioner Schmidt expressed his concern regarding the intent
of the conditions and content. Reference: Conditions pages 1 -
13 of staff report dated March 2, 1987. Page 2, conditions 10,12,
13, & 17; Page 3, condition 18; Page 5, condition 33, Page 9,
conditions 9 & 16, Page 10, condition 18, Page 11, condition 2.

Director Richards gave a brief analysis of Commissioner Schmidt's
concern of the conditions previously stated and assured the
Commissioner of the intent and meaning proposed by the agency
and /or department, on each condition noted:
MOTION: Moved by Commissioner Wozniak, seconded by Commissioner
Montgomery that Community Development Condition No. 15
read as follows:
"That all roof mounted equipment (vents, stacks, blowers, air
conditiong equipment) that may extend above the parapet wall shall
be enclosed on all four sides by suitable screening or fencing.
Said screening material shall be of similar material used in the
construction of the parent building and shall be consitent with
other material used in the Park. Prior to the issuance of a zone
clearance, the final deYi�gnand location of any roof mounted equip-
ment of the project must be approved by the Director of Community
Development ".
Motion passed unanimously.
MOTION: Moved by Commissioner Wozniak, seconded by Commissioner
Schmidt that Community Development Condition No. 25
include the following: _
"g. Lighting shall be compatible with adjacent buildings in
the park ". Motion passed unanimously.
MOTION: Moved by Commissioner Butcher, seconded by Commissioner
Schmidt that City Engineer Condition No. 3 be revised
as follows:
"- Northerly driveway per plate E -2 modified to be 30' wide."
"- Southerly driveway per plate E -2 modified to be 20' wide."
Motion passed unimously.
MOTION: Moved by Commissioner Montgomery, seconded by Commissioner
Wozniak that Sheriff Condition No. 6 be deleted, which
read as follows:
"Address numbers shall be a minimum of 6 inches in height and
illuminated during the hours of darkness ".
Motion passed unanimously.
MOTION: Moved by Commissioner Schmidt, seconded by Commissioner
Butcher for approval of DP -358 with the modified, amend-
ed and deleted conditions.
Commissioner Schmidt withdraws his motion.

MOTION: Moved by Commissioner Schmidt, seconded by Commissioner
Butcher that this item be continued to March 16, 1987
to allow the associated Parcel Map and two additional
Development Plans to be heard.
Motion passed unanimously.

A request to construct a 24,192 sq.ft. industrial facility on
a 45,563 site (1.04 acres). Located on Science Drive, approx'-..

MOTION: Moved by Commissioner Wozniak, seconded by Commissioner
Butcher that Development Plan Permit No. 361 conditions
be amended as in Development Plan Permit No. 358 and
also continued to the Planning Commissions meeting of
March 16, 1987 in relation to Parcel Map No. 4287.
Motion passed unanimously.
8.c Zone Change No. 2812 - Robert W. & Paulette S. Burnette
A request to change the zone from R -1 (7,000) Single Family
Residential to RPD -15U, Residential Planned Development (Maximum
15 Units per acre). Approximately 9.25 acres in size and located
south of Los Angeles Avenue between Millard Street and Flory Avenue.

12. STAFF COMMENTS
Director Richards informed the Commission of Planned Development
Permit No. PD -1010 (Palmer) in reference to the developers non-
compliance with Condition No. 28 of Resolution No. 85 -226,
"That no balconies are allowed on the north, east, and west elevation
of buildings fronting Los Angeles Avenue ", and stated that
plans for compliance of this condition would be reviewed by
the Planning Commission.
13. ADJOURNMENT
There being no further business the meeting adjourned at 11:12
p.m.
