CALL TO ORDER The meeting was called to order at 7:09 p.m., Chairman Douglas Holland presiding. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chairman Holland. 3. ROLL CALL PRESENT: Commissioners Scott Montgomery, William Butcher, Douglas Holland, John Wozniak, and Glen Schmidt; ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; John Knipe, Assistant City Engineer; Chris Lynch, Project Engineer; Michael A. Rubin, Senior Planner; Diane Eaton, Associate Planner; Gary Boettcher, Code Enforcement Officer; and Celia LaFleur, Administration Secretary. 4. PUBLIC COMMENTS 4.a. Tom Zanic, Representative of Urban West Communities, 520 Brody, Santa Monica, Ca. Addressed the Commission to cordially invite and participate in the grand opening of "North Meadows Park ", Saturday, March 24, 1987. 5. APPROVAL OF MINUTES - March 2, 1987 Motion: Moved by Commissioner Butcher, seconded by Commissioner Wozniak for the approval of Planning Commission minutes of March 2, 1987 as submitted. Motion passed unanimously. 6. CONSENT CALENDAR 6.a. Zone Change No. 2812 - Robert W. & Paulette S. Burnette A request to change the zone from R -1 (7000) Single Family Residential to RPD -15U, Residential Planned Development (Maximum 15 units per acre). Burnette Resolution No. PC -87 -132 (recommending denial) A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL DENIAL OF THE APPLICATION OF ROBERT W. AND PAULETTE S. BURNETTE ON THE REQUEST OF ZONE CHANGE NO. 2812. ASSESSOR PARCEL NO. 506- 02-48, -11. Motion: Moved by Commissioner Montgomery, seconded by Commissioner Wozniak to approve Resolution No. PC -87 -132. Motion passed unanimously. By general consensus of the Commission, Item 10.a. wak taken out of order. 10. INFORMATION ITEMS 10.a.Planned Development Permit No. 1010 - Palmer Regarding Condition No. 28 of Resolution No. 85 -226 re balconies, Presented by Director Richards; Staff Report dated March 12, 1987. The Director stated that in order to resolve this error the develop- er will remove the balconies and provide a fixed window. Staff is agreeable to the resolution and has approved the corrective changes as of 3/11/87. _The Directox.__advised the �mm1Bs -ai that changes as of March 11, 1987. she Commission reviewed the n approved elevations and upheld the decision of the Community Development Director. 1. Mitch Kahn., Attorney for the developer, 500 Esplanade. Drive, Oxnard, Ca. Assured the Commission of the willingness of the developer to proceed towards completion in a timely manner. By general consensus of the Commission Items 7.c. & 8.d. were taken out of order and presented as one. 7.c. Amendment of the Sign Ordinance Revise the Sign Ordinance regarding tract pole flags and temporary commercial window sign coverage. Presented by Director Richards; reference: Staff Report {^ dated February 26, 1987. After extensive discussion the following recommendations were made by the Commission. -2- MOORPARK PLANNING COMMISSION City of Moorpark, California March 16, 1987 7.c. Amendment to the Sign Ordinance Recomaendations made by the Planning Commission to modify the staff report dated February 26, 1987 in reference to Section 9.50.100 CONSTRUCTION, MAINTENANCE & REMOVAL, are as follows; 2. Location - Permitted only around the perimeter of the mode tract site area and complex and shall not be permitted to exceed two hundred (200 feet from the nearest model unit or within two hundred (200 feet of any occupied resi ence. 5. Spacing: Between pole locations to be determined at the time of review and approval of the permit. 6. Flag Size: Six (6) square feet. 7. Flag Number: Maximum of two (2) flags per model unit. 8. Time Period: One ear or until the last unit is first sold whic ever occurs first, wit a one year renewal approve y the Director of Community Development. 9. The Community Development Director may approve modifications of these requirements due to a topographic location hardship. 11. 12 Pole Flaes shall be well maintained Section 9.50.095 SIGNS PERMITTED Temporary Signs - Temporary signs relating to window and wall area may be permitted up to twenty-five (25X) ercent of the total window or wall elevation, not to excee 5 square eet maximum; suc signs to e placed in pre designated area(s) ot the window or wall elevation as approved by the Director of Community Developemnt or his designee. -3- r- MOORPARK PLANNING City of Moorpark, March 16, 1987 COMMISSION California 7.c. Amendment to the Sign Ordinance (continued) Revise the Sign Ordinance regarding tract pole flags and temporary commercial window sign coverage. Motion: Moved by Commission Butcher, seconded by Commissioner Schmidt for approval of the Negative Declaration and the Planning Commission recommendations to the City Council for adoption to the amendment of the Sign Ordinance. Motion passed unanimously. 8.d. Amendment to the Sign Ordinance Revise the Sign Ordinance regarding real estate subdivisional directional (off -site) signs. Presented by Director Richards; reference: Staff Report dated March 11, 1987. Motion: Moved by Commissioner Holland, seconded by Commissioner Scat that this item be held for the Planning Commissions F— meeting of April 6, 1987 to include any such comments that the Business Industry Association may provide. Motion passed unanimously. Motion: Moved by Commissioner Holland, seconded by Commissioner Butcher that no bench signs be permitted. Motion passed unanimously. By general consensus Items 7.a Parcel MaD and Development Plan Perm 8.a. Parcel Map No. 4287 - Cabot, Cabot & Forbes Request to subdivide a 6.957 acre site into 5 separate lots. Located along Science Drive north of New Los Angeles Avenue. Presented by Associate Planner Eaton; reference: Staff Report dated March 16, 1987. Associated Planner gave an overview of the applicants request and after a brief discussion by the Commission the public hearing was opened. Testimony received by the following: 1. Valerie Busby, Project Manager, Cabot, Cabot & Forbes, 2801 Townsgate, Westlake, CA. Presented an overall view to the Commission and explained the urgency of the Commission in this request in order that the developer move in a timely manner for permit approval regarding the requested approval for the related development plans. -4- MOORPARK PLANNING COMMISSION City of Moorpark, California March 16, 1987 8.a. Parcel Man No. 4287 - Cabot. Cabot & Forbes 2. Alan Belohavek, Architect, 1608 W. Glenoaks Blvd., Glendale, Ca. Spoke in support of the subdivision the architecture and amenities (i.e. excess parking, landscaping, design and treatment). 3. Geoff, Landscape Architect, P.O. Box 1752 1752 Thousand Oaks, Ca. Gave an overviel of landscape coverage, and brief description of plant coverage /boundaries. 4. Jonathan Lorin , Barasch Architects, 325 E. Hillcrest, 5, T ousan Oaks, CA. 91360. Briefly states his support of Cabot, Cabot & Forbes developments. 5. William E. Maoum, 457 Shasta Avenue, Moorpark. Ca. Requested that the Commission consider the visual aesthetics provided at the rear (re landscape coverage) of DP- 362 /CUP -4506. Public hearing closed at 10:45 p.m. �. The Planning Commission expressed the following concerns: ° Vehicle trips for the surrounding area (i.e. peak periods, residential /commercial). Setback requirements. Developer may be conditioned for Transportaion Management System. Additional truck traffic on Highway 118. Motion: Moved by Commissioner Montgomery, seconded by Commissioner Wozniak that Parcel Map 4287, DP -358, DP -361, DP- 362 /CUP -4506 and DP -389 be continued for 30 days (to the Commission's meeting of April 20, 1987) to research mitigation measures regarding traffic concerns expresses. That Parcel Map 3828 Negative Declaration and the EIR for PD -1014 be considered and verified. Motion passed unanimously. 11. COMMISSION COMMENTS Commissioner Montgomery: 1) debris on Williams Ranch Road, Tierra Rejada, Peach Hill Road. Commissioner Butcher: 1) Informed the Commission of his recent i` attendance in Sacremento to attend the Planning Commissioners Workshop Institute, March 11 - 13, 1987. Stated that it was most beneficial to a new Commissioner and he had various literature to share with the Commission at their pleasure. r MOORPARK PLANNING COMMISSION City of Moorpark, California March 16, 1987 11. COMMISSION COMMENTS Commissioner Butcher: 2) Concerned with an implementation procedure to have CalTrans repond to the City's needs regarding traffic circulation. Commissioner Wozniak: 1) Also concerned with the lack of response from CalTrans and suggested a demonstrative measure be taken in opening the communication with CalTrans and the needs for the City; 2) Second response regarding the issue of Moorpark Road and Los Angeles Avenue intersection and stated he had witness a collision of two trucks. 12.
