HomeMy WebLinkAboutMIN 1987 0406 PC REGMOORPARK PLANNING COMMISSION City of Moorpark April 6, 1987 The regular scheduled meeting of the Planning Commission held April 6, 1987, in the City of Moorpark, in the Council Chambers, located at 799 Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:10 p.m., chairman Douglas Holland presiding. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chairman Holland. 3. ROLL CALL PRESENT: Commissioners Scott Montgomery, William Butcher, Douglas Holland, John Wozniak, and Glen Schmidt; ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development John Knipe, Assistant City Engineer; Diane Eaton, Associate Planner; Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES - Meeting of March 16, 1987 Motion: Moved by Chairman Holland, seconded by Commissioner Montgomery for approval of Planning Commission minutes of March 16, 1987, with minor modification to Item 10.a. to read as follows: "The Commission received, reviewed and filed the approved elevations. No action taken on the decision of the Director." 6. CONSENT CALENDAR 6.a. Amendment to the Sian Ordinance Revise the Sign Ordinance regarding tract pole flags and temporary commercial window sign coverage. Be MOORPARK PLANNING COMMISSION City of Moorpark April 6, 1987 6.a. Continued. Approval of Resolution No. PC -87 -133 A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, RECOMMENDING TO THE CITY COUNCIL AMENDMENTS TO THE MOORPARK MUNICIPAL CODE RELATING TO CHAPTER 50 OF TITLE 9 PERTAINING TO THE SIGN CODE. 1. Tom Zanic, Representative, Urban West Communities 5_2U Brodway, Santa Monica, CA. 90401. Requested that before the Commission adopt Resolution No. PC -87 -133, that they consider an amendment to the flag size. Motion: Moved by Commissioner Montgomery, seconded by Commissioner Wozniak to approve Resolution No. PC -87 -133 with modification to Si n Permit Time Period: Permitted for ene year or until last unit is first so ,:whichever occurs first, with renewals not to exceed one year for each renewal as approved by the Director of Community Development. Motion passed unanimously. 7. PUBLIC HEARINGS (OLD BUSINESS) 7.a. Amendment to the Sign Ordinance Revise the Sign Ordinance regarding real estate subdivisional directional (off -site) signs. Recommended for continuance to April 20, 1987. Motion: Moved by commissioner Butcher, seconded by Commissioner Schmidt to continue Item 7.a. as requested by staff to allow additional time o —the B.I.A.'s input. Motion passed unanimously. 8. PUBLIC HEARINGS (NEW BUSINESS) 8.a. Major Modification Tract 3963 - Griffin Homes Request to occupy 135 homes prior to completion of certain required improvements in lieu of occupancy of 70 homes prior to completion of improvements as originally approved. Located generally between Collins Drive and Pecan Avenue. Beginning �, approximately 800 feet northerly of Campus Park Drive. MOORPARK PLANNING COMMISSION City of Moorpark April 6, 1987 8.a. Continued Motion: Moved by Commissioner Wozniak, second by Commissioner Butcher that the Planning Commission prior to any decision regarding the applicants request for a Major Modification be provided with an on -site Study Session to address concerns regarding grading and drainage. Study Session to be held April 20, 1987 at 6:00 p.m. Motion passed unanimously. 8.b. Planned Development Permit No. 1061 - Raymond Caren M.D. Commercial Planned Development Permit for an existing 11,760 sq.ft. previously in an industrial zone now zoned for commercial use. Location 111 - 165 Poindexter Avenue. Motion: Moved by Commissioner Montgomery, seconded by Commissioner Wozniak to continue this Item No. 8.b. to the Commissions meeting of April 20, 1987 meeting as requested by the applicant. Motion passed unanimously. PLANNING COMMISSION ACTION ITEMS None. 10. INFORMATION ITEMS 10.a.Minor Modificatio 62 Residential units for Very Low and Low Income Families. Located south of Los Angeles Avenue, east of Liberty Bell Road, north of and adjacent to the Arroyo Simi. Request for modification to setback requirements for Lot No. 1. Motion: Moved by Commissioner Butcher, seconded by Commissioner Montgomery to approve the Minor Modification as requested by the applicant as recommended by staff. Motion passed unan- imously. 11. COMMISSION COMMENTS Commission is requesting a brief outline to be prepared by the General Plan Update. Points of interest to consider are listed as follows: 1) Public Comments - speaker time; 2) Consider GP Update to be addressed by area; 3) Perhaps an overview of planning process as an introduction /presentation of the General Plan; 4) Letter of Interest to be provided prior to public hearing. COMMISSION COMMENTS (continued) Subdivision directional off -site signs were a concern of the Commission and requested staff to notify each and every developer with a letter addressing their illegal signs. In particular a sign located at the corner of Peach Hill Road and Tierra Rejada Road. 12.
