May 18, 1987
The regular scheduled meeting of the Planning Commission held May 18, 1987, in
the City of Moorpark, in the Council Chambers located at 799 Moorpark Avenue,
Moorpark California.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m., Vice Chairman Scott
Montgomery presiding.
2. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Vice Chairman Montgomery
3. ROLL CALL
PRESENT: Vice Chairman Scott Montgomery, William
Butcher, John Wozniak, and Glen Schmidt.
ABSENT: Chairman Douglas Holland with cause.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community Development;
John Knipe, Assistant City Engineer; Michael A. Rubin,
Senior Planner; and Celia La Fleur, Administrative Secretary.
4. PUBLIC COMMENTS
None.
5. APPROVAL OF MINUTES - Meeting of May 4, 1987
Motion: Moved by Commissioner Butcher, seconded by Commissioner
Schmidt to approve the minutes of May 4, 1987 as submitted.
Motion passed on a 4:0 vote, Commissioner Holland absent.
6. CONSENT CALENDAR
6.a. Parcel Mao 4287 - Cabot, Cabot & Forbes
Request to subdivide a 6.95 acre site into 5 separate lots. Located along
Science Drive, north of New Los Angeles Avenue.
APPROVAL OF RESOLUTION NO. PC -87 -135 as follows:
A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, APPROVING TENTATIVE PARCEL
MAP NO. 4287 ON THE APPLICATION OF CABOT,CABOT & FORBES.

Motion: Moved by Vice Chairman Montgomery, seconded by Commissioner
Butcher that the following condition be added to Resolution
No. PC -87 -135:
The applicant shall execute a covenant running with the land on
behalf of itself and its heirs and assigns agreeing not to contest
or protest the formation of utilization of any assessment district
or other financing technique including but not limited to the
payment of traffic mitigation fees, which the City may implement or
adopt, to fund public street and traffic improvements directly or
indirectly affected by the development.
Motion passed on a 4:0 vote, Commissioner Holland absent.
By general consensus of the Commission, that all Consent Calendar items be
considered for approval.
6.b. Development_P1an.Permit No._358__ Cabot,Cabot & Forbes
Requesting approval to construct an industrial facility of 44,352 square
feet. Located on Los Angeles Avenue at Science Drive, north of Los Angeles
Avenue.
APPROVAL OF RESOLUTION NO. PC -87 -136 as follows:
A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, CONDITIONALLY APPROVING
DEVELOPMENT PLAN PERMIT NO. 358 ON THE APPLICATION OF CABOT,
CABOT & FORBES. ASSESSOR PARCEL NO. 512 - 024 -02.
6.c. Development Plan Permit No. 361 - Cabot,Cabot & Forbes
Requesting approval to construct a 24,192 square foot industrial facility
on 1.04 acres. Located on Science Drive, 300 feet north of New Los Angeles
Avenue.

CONDITIONAL USE PERMIT NO. 4506 ON THE APPLICATION OF

Requesting approval to construct a 112,300 square foot single story (30
feet in height). Located on Science Drive north of Los Angeles Avenue.
APPROVAL OF RESOLUTION NO. PC -87 -140
A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL OF
DEVELOPMENT PLAN PERMIT NO. 389 ON THE APPLICATION OF
CABOT, CABOT & FORBES. ASSESSOR PARCEL NO. 512 - 024 -01
Motion: Moved by Commissioner Butcher, seconded by Commissioner
Schmidt to approve Consent Calendar Items 6.a, 6.b, 6.c,
6.d and 6.e as submitted.
Motion passed on a 4:0 vote, Commissioner Holland absent.
Item 6.e scheduled for public hearing before the City Council on June 3,
1987.

PUBLIC HEARINGS (Old Business)
Planned Development Permit No. 1061 - Raymond Caren
Commercial Planned Development Permit for an existing 11,760 square foot
previously in an industrial zone now zoned for commercial use. Located 111
- 165 Poindexter Avenue.
Applicant is requesting continuance to June 1, 1987
By general consensus of the Commission Item 7.a. continued to the
Commission's meeting of June 1, 1987.
PUBLIC HEARINGS New Business)
Planned Development Permit No. 1067 - City of Moorpark
Requesting approval to construct a Senior Citizens facility (3,456 square
feet) and a detached office building (480 square feet). Located on
Moorpark Avenue south of Wicks Road, north of the railroad crossing, within
the Community Center complex.
Presented by Senior Planner Rubin

Public hearing closed at 7:45 p.m.
Commissioners expressed concern with ingress /egress and that perhaps a "T"
sign or flashing light be placed at the intersection of Moorpark Avenue and
Charles Street.
Motion: Moved by Commissioner Montgomery, seconded by Commissioner
Schmidt to delete Condition Nos. 28:
A licensed security guard is recommended during the
construction phase, or
Condition No. 29
A 6' high chainlink fence will be erected around the
construction site.
Motion passed on a 4:0 vote, Commissioner Holland absent.

Motion: Moved by Commissioner Butcher, seconded by Commissioner
Schmidt to approve Planned Development Permit No. 1067 as
recommended by staff.
Motion passed on a 4:0 vote, Commissioner Holland absent.

10. INFORMATION ITEMS
10.a. Median Monument Sign - Urban West Communities
By general consensus of the Commission Item 10.a was continued to June 1,
1987 as requested by the Urban West Communities.
10.b. Appeal of Director's Interpretation - PD -1065 Colin Valesquez
By general consensus of the Commission Item 10.b was continued to June 1,
1987 as requested by the applicant.
10.c. Minor Modification - DP-302 Jerry Gershenberg
Presented by Senior Planner Rubin: reference; Memorandum dated May 13, 1987.
No action was taken by the Commission regarding the increase in office
square footage. The Director's decision to approve the minior modification
stands.
11. COMMISSION COMMENTS
* Scheduling & addressing the allocation system re Measure "F"
* Stick signs tract sales advertising; in violation of the Sign Code
(Warmington Homes and G.H. Palmer Associates, LeClub) Staff to provide
a report back on June 1, 1987.
* Additional copies of the draft EIR re Caltrans freeway connector to be
provided for the Commission's review as soon as they are available.
* Requesting an Hillside Ordinance. Staff informed the Commission of its
recent request for proposals and contracting services for the preparation
of a Hillside Ordinance.
* UWC trailer on the south side of Tierra Rejada Road. Staff was
requested to have Urban West remove trailer as soon as possible.

12. STAFF COMMENTS
• Staff discussed with the Commission the need to consider areas beyond
the project site needing public works improvements which will benefit
the community.
• Informed the Commission of contract services to be provided by The
Planning Center re the Downtown Plan
13. ADJOURNMENT
There being no further business the meeting adjourned at 8:40 p.m.
